NIGERIAN ARMY COMMENDS FEDERAL GOVERNMENT ON MASS METERING INITIATIVE IN BARRACKS

The Nigerian Army has commended the Federal Government and De-Haryor Global Services for their efforts in implementing a nationwide mass metering initiative across military barracks in Nigeria. The project, inaugurated by Power Minister Chief Adebayo Adelabu in March 2023, aims to improve electricity accountability and management in barracks.

Chief of Army Staff, Lt. Gen. O.O. Oluyede, praised the progress of Phase One, noting “improved hours of power supply” and positive impacts on energy management in beneficiary barracks. The phase covers installations in Lagos, Enugu, and select Abuja barracks.
De-Haryor CEO Engr. Ashade Olatunbosun acknowledged initial financial hurdles but reported “considerable momentum” with thousands of smart meters installed to boost transparency, billing accuracy, and energy efficiency. The project has generated ₦769.1 million in revenue between August 2024 and April 2025.
“This marks a milestone in modernizing Nigeria’s energy infrastructure, particularly within public institutions,” Olatunbosun stated, reaffirming commitment to partnerships that drive sustainable growth and accountability. The initiative aims to eliminate clashes between military institutions and service providers, and pervasive mistrust associated with estimated billing.

The sophisticated smart metering technology deployed makes it extremely difficult for end-users to bypass the meters, and customers and service providers can conveniently monitor energy consumption. The technology also enables customers to vend their meters remotely using their telephones or laptops.
