Tuggar’s Four-D Doctrine: A Legacy Shaping Nigeria’s Global Diplomacy
As he steps down from office, former Foreign Affairs Minister Yusuf Maitama Tuggar leaves behind a distinctive mark on Nigeria’s foreign policy through the introduction of the Four-D Doctrine: Democracy, Development, Demography, and Diaspora.

Speaking at a valedictory session held in his honour on 30 March 2026, Permanent Secretary Dunoma Umar Ahmed described the initiative as transformative, noting that it enhanced Nigeria’s visibility on the global stage while aligning foreign policy priorities with national development goals.

The Honourable Minister of State for Foreign Affairs, Bianca Odumegwu-Ojukwu, highlighted the doctrine as a central achievement of Tuggar’s tenure. “The Four-D Doctrine provides a roadmap for Nigeria’s diplomatic engagements, ensuring our foreign policy advances democracy, fosters economic development, addresses population dynamics, and strengthens connections with the diaspora,” she said.

Experts say the doctrine has already influenced Nigeria’s approach to economic diplomacy, enabling the country to secure strategic partnerships, attract foreign investments, and elevate the role of the Nigerian diaspora in nation-building.
