The Independent National Electoral Commission (INEC) has stepped up preparations for the 2027 general elections with the inauguration of an Electoral Logistics Committee tasked with ensuring the timely and secure distribution of election materials nationwide.

INEC Chairman, Prof. Joash Amupitan, inaugurated the committee at the commission’s headquarters in Abuja on Thursday, appointing National Electoral Commissioner, retired Rear Admiral Jamila Abubakar-Sadiq, as its chairperson.

Amupitan described the preparation for the elections as a marathon rather than a sprint, emphasising the need for early planning and effective coordination to prevent logistical challenges from disrupting voting.

He said the success of an election depended largely on the availability of essential materials at polling units when required, warning that delays could undermine voter participation and public confidence in the electoral process.

The INEC chairman explained that the committee was established to address the challenges of moving sensitive and non-sensitive election materials across Nigeria’s diverse terrain using road, air and maritime transportation.

He said the committee would bring together relevant security agencies, military and paramilitary institutions, and transportation organisations to ensure a coordinated and efficient logistics operation.

Its responsibilities include assessing the logistical requirements for the 2027 elections, preparing plans for the storage, distribution, deployment and retrieval of election materials, and evaluating the readiness of warehouses, vehicles, airports, seaports and other transportation facilities.

The committee is also expected to identify operational gaps, monitor delivery schedules and develop measures to address transportation bottlenecks, shortages and security threats.

Amupitan urged members to discharge their responsibilities with dedication and professionalism, noting that the geographical differences between regions required adaptable logistics strategies.

He cited the challenges of reaching communities in the Niger Delta creeks and the arid northern regions as reasons for developing resilient transportation arrangements.

He stressed that no eligible voter should be denied the opportunity to vote because election materials arrived late, adding that early preparation was crucial to transparent and credible elections.

In her remarks, Abubakar-Sadiq described logistics as the operational backbone of democracy, noting that the effective movement of election materials was central to electoral integrity and public trust.

She said the committee would develop a strategic logistics plan based on lessons from previous elections, identify weaknesses in existing arrangements and establish mechanisms for the seamless deployment of materials.

According to her, priority areas would include airlift and cargo operations, land and maritime transportation, identification of logistical bottlenecks, and mapping of difficult terrain and security-challenged communities.

She added that the committee would develop transportation and security arrangements for high-risk locations and submit a comprehensive report containing actionable recommendations and clear operational timelines.

The chairperson also proposed specialised subcommittees to oversee air transportation, land movement, maritime operations, storage and security, where necessary.

She disclosed that the Central Bank of Nigeria would receive, store and distribute sensitive election materials through its nationwide branch network.

Abubakar-Sadiq stressed that cooperation among government agencies, INEC state offices, transport unions and other stakeholders would be essential to the committee’s success.

The inauguration attracted INEC national commissioners and representatives of the Chief of Defence Staff and service chiefs, as well as officials of the Nigeria Immigration Service, Nigerian Civil Aviation Authority, Nigeria Security and Civil Defence Corps, Federal Airports Authority of Nigeria and Nigerian Ports Authority.

Representatives of the Nigerian Union of Road Transport Workers, the Nigerian Association of Road Transport Owners, maritime workers and other transportation and security institutions also attended.

The Inspector-General of Police, Olatunji Rilwan Disu, was represented by Commissioner of Police Dr Abayomi Shogunle.

The establishment of the committee signals INEC’s early efforts to strengthen operational readiness for the 2027 general elections and minimise the risk of logistical failures affecting voting and the credibility of the electoral process.
