Over roughly three decades, publicly available records concerning Nigerian football have contained major financial questions arising from:

𝐜𝐨𝐮𝐫𝐭 𝐩𝐫𝐨𝐜𝐞𝐞𝐝𝐢𝐧𝐠𝐬, 𝐄𝐅𝐂𝐂 𝐢𝐧𝐯𝐞𝐬𝐭𝐢𝐠𝐚𝐭𝐢𝐨𝐧𝐬, 𝐈𝐂𝐏𝐂 𝐢𝐧𝐪𝐮𝐢𝐫𝐢𝐞𝐬, 𝐩𝐚𝐫𝐥𝐢𝐚𝐦𝐞𝐧𝐭𝐚𝐫𝐲 𝐫𝐞𝐯𝐢𝐞𝐰𝐬, 𝐠𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐢𝐧𝐭𝐞𝐫𝐯𝐞𝐧𝐭𝐢𝐨𝐧𝐬 and 𝐝𝐨𝐜𝐮𝐦𝐞𝐧𝐭𝐞𝐝 𝐩𝐚𝐲𝐦𝐞𝐧𝐭 𝐫𝐞𝐜𝐨𝐫𝐝𝐬.

When the principal amounts already identified in those records are conservatively consolidated, while avoiding obvious double counting, the combined reference value is approximately:

𝐓𝐡𝐢𝐬 𝐢𝐬 𝐧𝐨𝐭 𝐚 𝐜𝐥𝐚𝐢𝐦 𝐭𝐡𝐚𝐭 ₦𝟓𝟐.𝟎𝟕 𝐛𝐢𝐥𝐥𝐢𝐨𝐧 𝐰𝐚𝐬 𝐬𝐭𝐨𝐥𝐞𝐧.

It is the combined value of significant financial matters whose 𝐟𝐢𝐧𝐚𝐥 𝐩𝐮𝐛𝐥𝐢𝐜 𝐚𝐜𝐜𝐨𝐮𝐧𝐭𝐢𝐧𝐠, 𝐢𝐧𝐯𝐞𝐬𝐭𝐢𝐠𝐚𝐭𝐢𝐯𝐞 𝐜𝐨𝐧𝐜𝐥𝐮𝐬𝐢𝐨𝐧, 𝐣𝐮𝐝𝐢𝐜𝐢𝐚𝐥 𝐨𝐮𝐭𝐜𝐨𝐦𝐞 or 𝐢𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐚𝐥 𝐫𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧 remains unclear in several instances.

Some were allegations. Some became investigations. Some reached court. Some involved disputed expenditures. Some may have been fully accounted for. Some individuals may have been cleared.

𝐓𝐡𝐚𝐭 𝐢𝐬 𝐩𝐫𝐞𝐜𝐢𝐬𝐞𝐥𝐲 𝐰𝐡𝐲 𝐭𝐡𝐞 𝐞𝐧𝐝𝐢𝐧𝐠𝐬 𝐦𝐚𝐭𝐭𝐞𝐫.

The period spans several 𝐍𝐅𝐀/𝐍𝐅𝐅 administrations, including:

𝐀𝐛𝐝𝐮𝐥𝐦𝐮𝐦𝐢𝐧𝐢 𝐀𝐦𝐢𝐧𝐮, 𝐀𝐧𝐭𝐡𝐨𝐧𝐲 𝐊𝐨𝐣𝐨 𝐖𝐢𝐥𝐥𝐢𝐚𝐦𝐬, 𝐃𝐨𝐦𝐢𝐧𝐢𝐜 𝐎𝐧𝐞𝐲𝐚, 𝐈𝐛𝐫𝐚𝐡𝐢𝐦 𝐆𝐚𝐥𝐚𝐝𝐢𝐦𝐚, 𝐒𝐚𝐧𝐢 𝐋𝐮𝐥𝐮 𝐀𝐛𝐝𝐮𝐥𝐥𝐚𝐡𝐢, 𝐀𝐦𝐢𝐧𝐮 𝐌𝐚𝐢𝐠𝐚𝐫𝐢, 𝐀𝐦𝐚𝐣𝐮 𝐏𝐢𝐧𝐧𝐢𝐜𝐤 and 𝐈𝐛𝐫𝐚𝐡𝐢𝐦 𝐌𝐮𝐬𝐚 𝐆𝐮𝐬𝐚𝐮.

For context, 𝐊𝐨𝐣𝐨 𝐖𝐢𝐥𝐥𝐢𝐚𝐦𝐬’ tenure was exceptionally brief: he assumed office in 𝐎𝐜𝐭𝐨𝐛𝐞𝐫 𝟏𝟗𝟗𝟗 and left on 𝐉𝐚𝐧𝐮𝐚𝐫𝐲 𝟏𝟕, 𝟐𝟎𝟎𝟎. His inclusion here simply marks the historical leadership sequence and should not be read as attributing the financial matters examined in this series to him.

The same principle applies to every name listed. 𝐓𝐡𝐢𝐬 𝐢𝐬 𝐧𝐨𝐭 𝐠𝐮𝐢𝐥𝐭 𝐛𝐲 𝐚𝐬𝐬𝐨𝐜𝐢𝐚𝐭𝐢𝐨𝐧. The purpose is to show that the public-record questions span different administrations and therefore raise an 𝐢𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐚𝐥 𝐚𝐜𝐜𝐨𝐮𝐧𝐭𝐚𝐛𝐢𝐥𝐢𝐭𝐲 𝐪𝐮𝐞𝐬𝐭𝐢𝐨𝐧.

One administration ends. Another begins. An investigation is announced. A court case proceeds. An audit issue is raised. Yet in several instances, the final public outcome becomes difficult to locate.

That is why we have written to the 𝐅𝐂𝐓 𝐇𝐢𝐠𝐡 𝐂𝐨𝐮𝐫𝐭 𝐑𝐞𝐠𝐢𝐬𝐭𝐫𝐲 concerning

𝐂𝐡𝐚𝐫𝐠𝐞 𝐍𝐨. 𝐅𝐂𝐓/𝐇𝐂/𝐂𝐑/𝟑𝟐𝟒/𝟐𝟎𝟏𝟖 and addressed an open letter to 𝐄𝐅𝐂𝐂 𝐄𝐱𝐞𝐜𝐮𝐭𝐢𝐯𝐞 𝐂𝐡𝐚𝐢𝐫𝐦𝐚𝐧 𝐎𝐥𝐚 𝐎𝐥𝐮𝐤𝐨𝐲𝐞𝐝𝐞.

𝐓𝐡𝐞 𝐨𝐛𝐣𝐞𝐜𝐭𝐢𝐯𝐞 𝐢𝐬 𝐧𝐨𝐭 𝐭𝐨 𝐩𝐫𝐞𝐬𝐮𝐦𝐞 𝐠𝐮𝐢𝐥𝐭. 𝐈𝐭 𝐢𝐬 𝐭𝐨 𝐞𝐬𝐭𝐚𝐛𝐥𝐢𝐬𝐡 𝐭𝐡𝐞 𝐫𝐞𝐜𝐨𝐫𝐝.

If a person was cleared, the record should show it. If money was properly accounted for, the documentation should establish it. If a case was concluded, its disposition should be identifiable. If an investigation remains open, its status should eventually be known.

Where allegations, investigations, charges or court proceedings are referenced, they are reported according to the available public record. Findings by the 𝐄𝐅𝐂𝐂, 𝐈𝐂𝐏𝐂, courts or other authorised institutions will be reported as such when officially established.

𝐑𝐄𝐒𝐄𝐀𝐑𝐂𝐇 𝐍𝐎𝐓𝐄: The calculation deliberately avoids figures whose addition could create obvious double counting. Where the relationship between reported amounts has not been conclusively established, the more conservative treatment is used.

If the requested public court record cannot be obtained through ordinary channels, Nigeria’s 𝐅𝐫𝐞𝐞𝐝𝐨𝐦 𝐨𝐟 𝐈𝐧𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧 𝐀𝐜𝐭 𝟐𝟎𝟏𝟏 provides a statutory mechanism for requesting records held by public institutions, subject to the Act’s exemptions. The Act expressly establishes a right to request information in the custody of public institutions without requiring the applicant to demonstrate a special interest.

𝐓𝐑𝐀𝐍𝐒𝐏𝐀𝐑𝐄𝐍𝐂𝐘 𝐍𝐎𝐓𝐄: Public records may be incomplete, delayed, corrected, supplemented or superseded. 𝐀𝐥𝐥𝐞𝐠𝐚𝐭𝐢𝐨𝐧𝐬 𝐫𝐞𝐦𝐚𝐢𝐧 𝐚𝐥𝐥𝐞𝐠𝐚𝐭𝐢𝐨𝐧𝐬. 𝐈𝐧𝐯𝐞𝐬𝐭𝐢𝐠𝐚𝐭𝐢𝐨𝐧𝐬 𝐫𝐞𝐦𝐚𝐢𝐧 𝐢𝐧𝐯𝐞𝐬𝐭𝐢𝐠𝐚𝐭𝐢𝐨𝐧𝐬. 𝐂𝐡𝐚𝐫𝐠𝐞𝐬 𝐚𝐫𝐞 𝐧𝐨𝐭 𝐜𝐨𝐧𝐯𝐢𝐜𝐭𝐢𝐨𝐧𝐬. Defendants remain entitled to the presumption of innocence unless and until guilt is established by a competent court.
