SENATE PASSES N1.78 TRILLION FCT 2025 BUDGET FOR SECOND READING

The Nigerian Senate has passed the N1.78 trillion 2025 Appropriation Bill for the Federal Capital Territory Administration (FCTA) for second reading. The bill, transmitted by President Bola Ahmed Tinubu, seeks to authorize the issuance of N1.78 trillion from the FCT’s statutory revenue fund to fund key infrastructure and service delivery across the territory.

Senate Leader Opeyemi Bamidele presented the bill, explaining that the budget focuses on completing ongoing high-impact projects and enhancing services to residents of the FCT. “While priority has been placed on ongoing projects, a few new but necessary initiatives have also been included,” he said. The breakdown of the proposal includes N150.35 billion for personnel costs, N343.78 billion for overheads, and N1.29 trillion for capital projects.

Lawmakers praised the budget’s structure and focus on infrastructure. Senator Mohammed Monguno commended the emphasis on project completion, while Senator Oyelola Ashiru described the 70:30 capital-to-recurrent expenditure ratio as evidence of a balanced and impactful budget. Senator Adetokunbo Abiru called the budget “developmental” but asked for clarity on funding sources for capital spending. Senator Victor Umeh praised visible improvements under FCT Minister Nyesom Wike but urged the government to extend development to surrounding areas to address high land costs.

The bill was referred to the Senate Committee on FCT for further legislative action, with a report expected back within one week. Senate President Godswill Akpabio directed the committee to expedite its review.
