The Gladiators Beyond The Arena โ 10: Urgent Statement
By Paul Lucky Okoku

Following the recent publication of our continuing examination of financial accountability in Nigerian football, a number of individuals connected with matters we have discussed have reached out privately.
We appreciate that.
In fact, we welcome it.
It tells us that people whose names, institutions or companies have appeared in the public record also want something that Nigerians want:
That is the central purpose of this exercise.
Not accusation.
Not humiliation.
Not trial by social media.
Not an attempt to damage anyoneโs reputation.
Our objective is to follow publicly available information until the record answers a basic question:
Was an allegation investigated?
Was a person cleared?
Was a case prosecuted?
Was there an acquittal?
Was there a conviction?
Was a project completed?
Was an audit query resolved?
Was money recovered?
Was money properly accounted for?
Was a case closed?
And if so:
That is accountability.
Sometimes the word โaccountabilityโ is misunderstood as punishment.
That is too narrow.
That means:
* ๐๐๐๐๐๐๐๐๐๐ โ somebody must be willing to ask the question.
* ๐ ๐๐๐๐๐-๐๐ โ the question must be pursued beyond the first headline.
* ๐๐๐๐๐๐๐๐๐๐๐๐๐๐ โ the matter must eventually reach a documented conclusion.
Without follow-up, investigations become announcements.
Without resolution, accountability becomes rhetoric.
And without accountability, behaviour rarely changes.
That is precisely what we are trying to address.
Thank you.
If you believe the public record does not accurately reflect what happened, you have every right to seek correction.
If you believe you were investigated and cleared, that clearance deserves to be reflected publicly.
If you believe another party was responsible for a failed project or unresolved transaction, the appropriate official record should establish that.
If you believe a published allegation against you was incorrect, the appropriate court, investigative agency, governing institution or official public process is the proper place to establish the correction.
That is important because:
That is why we want the ending.
This point must be absolutely clear.
We are not litigating cases.
We are not conducting forensic audits.
We are not independently authenticating private documents.
We are not making findings of criminal liability.
And we do not want interested parties sending us private financial records, confidential legal files or documents requiring us to determine whether they are authentic.
That responsibility belongs to the appropriate institutions.
If you possess information that corrects a public record, please place it before the appropriate:
or other competent institution.
Once an official determination, filing, audit, ruling, institutional response or other verifiable public record exists, that can then be cited fairly.
That protects everyone.
Our work relies on publicly available records.
That includes:
court proceedings;
official judgments and rulings;
EFCC and ICPC statements;
government records;
FIFA and CAF publications;
NFF statements;
official audits;
parliamentary proceedings;
Freedom of Information responses;
and established published reporting.
We recognise that public records are not perfect.
A record can be incomplete.
A record can be delayed.
A judgment can exist without being easily accessible online.
An institution may later issue a correction.
A case may have progressed beyond the last publicly reported hearing.
A document may eventually supersede an earlier account.
So our position is straightforward:
If that record is later corrected or supplemented through an official source, we will reflect that correction.
That is fairness.
Where information is not already public, Nigeria has a lawful mechanism for requesting official records:
The Act gives people a right to request information held by public institutions, subject to its exemptions, and its definition of public institutions includes certain private bodies that provide public services, perform public functions or utilise public funds.
That is one lawful route we may use where appropriate.
Again:
We seek the official record.
Not leaked papers.
Not anonymous financial documents.
Not documents we are expected to authenticate ourselves.
This also deserves clarification because an argument sometimes appears that:
โIf the money came from FIFA, then it is nobodyโs business in Nigeria.โ
That is too simplistic.
FIFA itself imposes extensive accountability requirements on its development funds.
Under FIFA Forward, member associations receiving funds are subject to reporting requirements, statutory audits, central audit reviews, project monitoring and compliance controls. FIFA states that every member association receiving Forward funds must submit annual statutory audit material and that Forward funds are subject to independent financial auditing and FIFA oversight.
So FIFA money is not unaccountable money.
Quite the opposite.
It is purpose-specific development funding subject to FIFAโs own controls.
But another distinction is equally important.
We should not claim categorically that every FIFA or CAF dollar can automatically be audited by any Nigerian government body simply because it enters Nigeria. The precise legal jurisdiction depends on the institution, the account, the source and use of the funds, and the legal authority being exercised.
What can safely be said is this:
FIFAโs own auditing regime does not transform suspected criminal conduct into something beyond Nigerian law.
The EFCC Act expressly gives the Commission powers relating to investigation of economic and financial crimes, tracing proceeds and prosecuting offences within its statutory jurisdiction.
Likewise, the ICPC investigates and prosecutes corruption-related offences under Nigerian law.
So there are two different accountability lanes:
FIFA/CAF compliance and audit oversight over the proper use of their programme funds;
and
Nigerian legal and investigative authority where conduct potentially engages Nigerian criminal, anti-corruption or public-finance law.
Those are not necessarily mutually exclusive.
They can coexist.
That is the accurate position.

We also want people to feel able to communicate respectfully without worrying that a private approach will immediately become a public spectacle.
Therefore, as a matter of our editorial practice:
We will not publicly identify a person merely because that person contacted us privately seeking clarification, correction or resolution, unless that person authorises disclosure or the information is already part of a public record.
The purpose is not embarrassment.
The purpose is not to turn private correspondence into entertainment.
The purpose is to understand where the public record may need further official clarification.
At the same time, no private communication will be treated by us as an official adjudication or authenticated evidentiary finding.
The appropriate public authority remains responsible for creating the official record.
That balance matters.
It is the same principle many of us were raised with:
Treat others with the fairness and dignity with which you would want to be treated yourself.
Nobody should misunderstand the purpose.
We are not trying to destroy reputations.
We are not choosing sides between contractors and federations.
We are not choosing sides between former and current officials.
We are not trying to produce predetermined villains.
If someone was cleared:
we want the clearance.
If someone was convicted:
we want the judgment.
If a project dispute was resolved:
we want the resolution.
If money was recovered:
we want the recovery record.
If allegations proved unfounded:
we want that conclusion too.
That is why the operative word remains:
This is football.
Players are sometimes owed.
Coaches are sometimes owed.
Bonuses become controversies.
Infrastructure projects remain unfinished.
Youth programmes struggle.
Grassroots facilities are inadequate.
Development money is discussed in millions of dollars and billions of naira.
Those facts make financial accountability relevant to everybody who cares about Nigerian football.
The issue is not merely whether somebody stole money.
That is for investigators and courts to establish where appropriate.
The wider question is:
Did football receive the development value the money was intended to produce?
If FIFA funds a pitch:
where is the pitch?
If government funds national-team obligations:
were the players and coaches paid?
If CAF provides development support:
what programme did it finance?
If a project stops halfway:
what caused it?
If somebody is blamed:
what did the court, auditor or investigator ultimately determine?
That is what Nigerians are entitled to understand.
It is not a problem.
It is evidence that the questions are being heard.
And anyone who believes his or her name has been unfairly left under a cloud should want the same thing we want:
a verifiable ending.
Because unresolved accusations can damage innocent people too.
That is another reason closure is essential.
โธป
We will continue to:
ask responsibly;
research carefully;
distinguish allegations from findings;
include competing public accounts;
avoid declaring anyone guilty without a lawful finding;
seek official records;
correct the record when authoritative public information requires correction;
and
follow major matters toward resolution rather than abandoning them after the headline disappears.
That is our standard.
Ask the question.
Do not abandon the trail.
Find the documented ending.
That is what we promised.
That is what this exercise represents.
And that is what Nigerian football deserves.

This statement explains the methodology and purpose of The Gladiators Beyond the Arena. The series is a public-interest examination of Nigerian football governance and financial accountability. It is not a judicial process and does not purport to determine criminal liability.
The series relies primarily on publicly available court records, official government and institutional statements, EFCC and ICPC materials, FIFA and CAF records, parliamentary proceedings, audit-related publications, Freedom of Information responses and established published reporting. FIFA confirms that Forward funding is subject to annual statutory audits, central audit review and programme oversight. Nigeriaโs Freedom of Information Act provides a legal mechanism for requesting records from public institutions and certain bodies performing public functions or utilising public funds.
Public records may be incomplete, delayed, corrected, supplemented or superseded after publication. Information is presented according to the authoritative public material reasonably available when reviewed. We do not independently authenticate private documents submitted by interested parties and do not ask individuals to provide us with confidential legal, banking or investigative material. A person disputing the public record is encouraged to place the relevant material before the competent court, investigative agency, auditor, governing institution or other official body so that the correction or outcome becomes part of the verifiable public record.
Nothing in this series should be read as declaring any individual or institution guilty of criminal wrongdoing unless such guilt has been established through the appropriate legal process. Allegations remain allegations. Investigations remain investigations. Audit queries remain audit queries. Competing public accounts are identified as such.
Private contacts made to us seeking clarification or correction will not be publicly identified merely because they contacted us, unless the sender authorises disclosure or the communication itself becomes part of an official public record. No promise can override a lawful obligation requiring disclosure.
