NFF & Football Reforms in Nigeria โ The Professional Leadership Manifesto: From Football Playing Experience to Corporate Management And Institutional Results
What makes managing Nigerian football so mysterious?
Is the NFF Presidency a responsibility requiring extraordinary powers unavailable to qualified former footballers? Is the federationโs administration so complicated that experienced professionals who once represented Nigeria cannot understand its operations?
Certainly not.
Football leadership involves governance, strategic planning, financial discipline, delegation, personnel management, communication and accountability.
These are professional competencies acquired through education, training and practical experience.
A former international who has managed corporate departments, supervised employees, administered budgets or directed complex programmes should not be considered less capable because part of that individualโs journey began on a football field.
Equally, a qualified non-footballer deserves fair consideration.
What follows is a practical examination of how professional management principles can strengthen Nigerian football.
The NFF President leads within the federationโs elected governance structure. The General Secretary directs executive administration within the authority assigned to that office.
These responsibilities are distinct.
In corporate terms, the Presidentโs governance role is closer to that of a board chair, while the General Secretary performs functions comparable to those of a chief executive responsible for daily administration.
Neither office requires its occupant to perform every organisational task personally.
The President and governing bodies establish authorised policies and exercise oversight. Executive management coordinates implementation. Departmental directors supervise specialised operations.
A leader must understand where authority begins, where it ends and who is responsible for delivering results.
Consider what happens when a new President or General Secretary assumes office.
Does that individual arrive at an empty building without employees, records, administrative departments or ongoing programmes?
Of course not.
The Nigeria Football Federation is an established institution with personnel responsible for technical development, competitions, finance, legal services, communications, administration and other operational functions.
The organisation exists before the incoming leader arrives.
It should continue functioning after that leader leaves.
A new executive administrator inherits an operating institution, not an organisation that must be invented from the beginning.
One of the first documents I would request as an incoming executive leader is the federationโs approved organisational chart.
Who reports to whom?
Which departments exist?
Who heads each department?
What authority has been delegated?
Which positions are occupied, vacant or temporarily assigned?
Where do departmental responsibilities overlap?
The organisational chart provides the initial map of the institution.
It should be accompanied by departmental mandates, job descriptions, staffing records, budgets, performance reports and outstanding commitments.
The next step is straightforward: meet the departmental directors.
Allow each director to explain the departmentโs responsibilities, achievements, current assignments, staffing requirements and unresolved problems.
Information should move upward from operational employees through supervisors and departmental heads to executive management.
Authorised decisions and priorities should then move downward through the established reporting structure.
The departmental head supervises the employees within that unit and accounts for its performance. Executive management coordinates across departments and reports to the appropriate governing authorities.

The NFF has publicly identified an extensive administrative structure. Its publications across different periods have named the following personnel and functions:
โข ๐๐๐๐ก๐ง๐ข๐๐๐ฅ ๐๐๐ฉ๐๐ซ๐ญ๐ฆ๐๐ง๐ญ โ responsible for technical development, coaching programmes and football-related expertise. Former Super Eagles captain and coach ๐๐ฎ๐ ๐ฎ๐ฌ๐ญ๐ข๐ง๐ ๐๐ ๐ฎ๐๐ฏ๐จ๐๐ง has been identified as Technical Director.
โข ๐๐จ๐ฆ๐ฉ๐๐ญ๐ข๐ญ๐ข๐จ๐ง๐ฌ โ responsible for tournament administration, competition requirements and related coordination. ๐๐ฎ๐ญ๐ก ๐๐๐ฏ๐ข๐ has been identified as Director of Competitions.
โข ๐ ๐ข๐ง๐๐ง๐๐ ๐๐ง๐ ๐๐๐ฆ๐ข๐ง๐ข๐ฌ๐ญ๐ซ๐๐ญ๐ข๐จ๐ง โ responsible for financial and administrative processes, expenditure documentation and related operations. ๐๐๐ฃ๐๐ง ๐๐๐ค๐ has been identified as Director of Finance and Administration.
โข ๐๐๐ ๐๐ฅ ๐๐๐ซ๐ฏ๐ข๐๐๐ฌ โ responsible for legal advice, contracts, disputes and compliance support. ๐๐ค๐๐ฒ ๐๐๐ข has been identified as Director of Legal Services.
โข ๐๐๐๐ข๐ ๐๐ง๐ ๐๐จ๐ฆ๐ฆ๐ฎ๐ง๐ข๐๐๐ญ๐ข๐จ๐ง๐ฌ โ responsible for official information, media relations and communications. ๐๐๐๐ฆ๐จ๐ฅ๐ ๐๐ฅ๐๐ฃ๐ข๐ซ๐ previously headed this function before his August 2026 appointment as interim Deputy General Secretary.
โข ๐๐๐ซ๐ค๐๐ญ๐ข๐ง๐ ๐๐ง๐ ๐๐ฉ๐จ๐ง๐ฌ๐จ๐ซ๐ฌ๐ก๐ข๐ฉ โ responsible for commercial programmes, sponsorship relationships and marketing activities. ๐๐ฅ๐ข๐ณ๐จ๐ซ ๐๐ก๐ฎ๐ค๐ฌ has been publicly identified with departmental leadership.
โข ๐๐ซ๐จ๐ญ๐จ๐๐จ๐ฅ โ responsible for official protocol, delegation support and related arrangements. ๐๐๐ซ๐ง๐๐๐๐ฌ ๐๐จ๐ซ๐จ has been identified as Head or Director of Protocol.
โข ๐๐๐ฆ๐๐๐ซ ๐๐ฌ๐ฌ๐จ๐๐ข๐๐ญ๐ข๐จ๐ง๐ฌ ๐๐ง๐ ๐๐ฉ๐๐๐ข๐๐ฅ ๐๐ฎ๐ญ๐ข๐๐ฌ โ responsible for assigned coordination involving the federationโs members and special responsibilities. ๐๐ฅ๐ข ๐๐๐ฎ๐๐๐ค๐๐ซ ๐๐ฎ๐ก๐๐ฆ๐ฆ๐๐ has been identified as a departmental director.
๐๐๐ฒ๐จ ๐๐ง๐๐๐ข ๐๐๐ก๐จ๐ซ has been publicly associated with this function.
NFF publications have also identified ๐๐๐ญ๐ญ๐ก๐๐ฐ ๐๐ฒ๐๐ซ๐ in internal audit, ๐๐๐ฌ๐ข๐ฎ ๐๐ข๐ฌ๐ค๐ฎ๐ฐ๐ ๐๐ก๐๐ก๐ฎ in information and communications technology, and ๐๐ซ.
These are names recorded in published NFF materials from different dates, rather than a claim that every individualโs appointment remains unchanged today.
The incoming administration should obtain the current approved personnel register and organisational chart.
But the larger point is already established.
The federation has people, departments, specialists and institutional responsibilities.
An incoming leader should resist the temptation to reorganise everything before understanding what already works.
Meet the directors. Review departmental plans. Examine existing contracts, staffing, financial commitments and operational risks.
Identify competent personnel who can continue delivering.
Where weaknesses exist, determine whether they arise from insufficient resources, inadequate supervision, unclear authority, obsolete procedures or individual performance.
Then establish clear expectations.
Departmental directors should know their deliverables, reporting deadlines and decision-making authority.
They should be accountable for their units, while executive management remains responsible for coordination and appropriate escalation.
This is not effortless leadership. Managing competing priorities, financial constraints and personnel difficulties can be demanding.
But it is fundamentally different from arriving at an institution without a structure.
Consider a properly maintained vehicle.
Its engine contains components performing different functions. No single component can substitute for all the others.
Regular servicing, lubrication, inspection and timely repairs help keep the vehicle operating reliably.
Neglect the maintenance, and even a powerful engine can fail.
An institution operates on a similar principle.
Departments perform specialised work. Managers coordinate their responsibilities. Executive administrators oversee implementation. Governing bodies exercise their authorised oversight functions.
The federationโs August 2026 leadership transition offered a practical illustration of institutional continuity. Existing executive personnel were assigned to oversee operations following changes at senior leadership level.
Leadership may change, but administrative responsibilities do not disappear with the departure of an officeholder.
It needs competent direction, regular maintenance and responsible oversight.
Once the reporting structure is understood, management can clarify individual responsibilities using a RACI matrix.
RACI means:
The individual or team performing the work.
The designated authority ultimately answerable for the assigned outcome.
Those whose professional input is needed before action or decision.
Those who must receive relevant information.
Consider Nigeria preparing for an international tournament.
The competitions unit coordinates registration requirements. Technical personnel identify sporting needs. Finance officers manage authorised payment processes. Medical specialists oversee the playersโ medical preparations.
A RACI matrix establishes who performs each assignment, who approves or answers for the outcome within established authority, who must be consulted and who receives updates.
Nobody should discover at the airport that an essential responsibility was never assigned.
RACI does not replace the federationโs statutes. It clarifies responsibilities within them.
Professional management also requires a structured register of risks and operational difficulties.
RAID stands for:
Possible future events that could disrupt an assignment, such as delayed visas or inadequate funding.
Planning expectations that require confirmation, including anticipated release dates for funds.
Problems already occurring, such as an unpaid hotel invoice.
Activities that rely on the completion of other tasks.
Imagine a national-team training camp scheduled to begin in three weeks.
Accommodation is reserved, but payment has not been confirmed. Tickets depend on travel authorisation. Equipment procurement requires financial clearance.
A RAID register makes these connections visible before the camp begins.
Each significant item should have an assigned owner, response plan and deadline.
An unresolved issue exceeding departmental authority should be escalated early.
Nigeriaโs football calendar involves qualification matches, tournaments, training camps, player releases, equipment procurement, travel commitments and financial deadlines.
These activities should not exist in isolated departmental calendars.
An ๐๐ง๐ญ๐๐ ๐ซ๐๐ญ๐๐ ๐๐๐ฌ๐ญ๐๐ซ ๐๐๐ก๐๐๐ฎ๐ฅ๐ (๐๐๐) connects significant activities and their dependencies.
It identifies when registration must be completed, when travel documents are required, when accommodation must be confirmed and when financial commitments become due.
If a deadline changes, affected departments can see the consequences and adjust their plans.
The schedule becomes a shared management instrument rather than a collection of disconnected reminders.
A missed deadline in one department should not become an unexpected emergency for the entire national team.
Every national-team programme should have a documented budget, identified funding sources, approved expenditure limits and clear payment obligations.
Financial reports should distinguish money approved from money released, money committed and money actually paid.
Procurement decisions require appropriate authorisation. Payment instructions require supporting documents. Outstanding contractual liabilities require reconciliation.
Finance personnel should maintain the records, while management enforces controls and the appropriate governing authorities receive reliable reports.
Independent review and separation of financial duties help reduce the risk of error, misuse and unauthorised transactions.
A leadership transition must not erase an existing contractual obligation.
Nor should an incoming administration have to reconstruct the federationโs outstanding liabilities through newspaper reports or personal appeals.
Leadership also requires understanding employees.
Situational Leadership suggests adjusting direction, coaching and delegation according to the employeeโs experience and readiness for a particular assignment.
A newly recruited officer may need detailed instructions and frequent supervision. An experienced departmental specialist may perform better with clear objectives and appropriate autonomy.
Communication frameworks, including DISC-style behavioural assessments, may help teams discuss working preferences, although such tools should not replace objective professional evaluations.
The purpose is to strengthen employee development, supervision and organisational performance.
Professional management means recognising that capable employees may require different kinds of support while remaining accountable to the same institutional standards.
Plans and policies must eventually produce measurable outcomes.
The federation should establish appropriate performance indicators covering:
โข Timely settlement of approved national-team obligations.
โข Preparation and approval of tournament budgets.
โข Completion of competition and travel milestones.
โข Resolution of outstanding contractual claims.
โข Implementation of audit recommendations.
โข Progress in youth development, coaching education and refereeing programmes.
Each measure should have an assigned owner, reporting period and supporting documentation.
A football association cannot be judged exclusively by speeches, appointments and ceremonial announcements.
Its management must demonstrate how institutional resources are being converted into results.
A serious leadership candidate should be able to explain how the federation would be governed and managed within its constitutional and statutory arrangements.
A proposed 90-day management programme provides one practical way to assess that preparation.
Understand the institution.
Review the organisational chart, meet departmental heads, identify significant financial liabilities, examine ongoing programmes and document urgent operational risks.
Establish priorities.
Assign responsibilities, introduce agreed reporting schedules, identify necessary corrective actions and develop realistic delivery timelines.
Demonstrate progress.
Report completed actions, measurable improvements, outstanding challenges and decisions requiring further authority.
This is a proposed professional management approach, not a claim that the NFF currently operates such a programme.
Its value lies in converting leadership promises into assignments that can be monitored.
A capable President does not have to become the accountant, technical director, procurement officer and competition organiser.
A capable General Secretary should not attempt to perform every departmental responsibility personally.
Both must understand their respective offices, appoint or work with qualified personnel, respect established authority and ensure that institutional decisions are implemented.

Former Nigerian international footballers have spent years in environments demanding discipline, preparation, teamwork and responsibility.
Some have subsequently developed careers in corporate management, finance, education, law, business and organisational leadership.
Their playing experience can provide insight into the people and programmes football institutions serve. Their professional qualifications and demonstrated management abilities must establish their suitability for particular leadership roles.
The same examination should apply to qualified non-footballers.
Let candidates present their credentials.
Let them explain their management plans.
Let their professional records withstand scrutiny.
Let financial integrity be demonstrated through documented conduct.
Let measurable performance establish whether leadership has fulfilled its responsibilities.
The NFF already possesses an administrative foundation. Its future leadership must know how to strengthen that foundation rather than treat every change of office as the beginning of a new institution.
