FIFA And CAF: Eleven Reforms, One Deadline— What Must Change Before May 31, 2027?

𝐁𝐲 𝐏𝐚𝐮𝐥 𝐋𝐮𝐜𝐤𝐲 𝐎𝐤𝐨𝐤𝐮

𝗣𝗔𝗥𝗧 𝟯 𝗢𝗙 𝟯 — 𝐂𝐎𝐍𝐂𝐋𝐔𝐃𝐈𝐍𝐆 𝐓𝐇𝐄 𝐒𝐄𝐑𝐈𝐄𝐒

A young footballer arrives at a dusty community pitch with worn-out boots and an ambition bigger than the field.

His coach struggles with inadequate facilities. His club has limited resources. A referee hopes to advance through a credible development system.

Above them are institutions, Nigeria Football Federation (NFF), entrusted with creating the opportunities through which talent can flourish.

These are the people Nigerian football governance must serve.

On 𝐎𝐜𝐭𝐨𝐛𝐞𝐫 𝟐𝟐, 𝟐𝟎𝟐𝟔, 𝐅𝐈𝐅𝐀 approved a 𝐍𝐨𝐫𝐦𝐚𝐥𝐢𝐬𝐚𝐭𝐢𝐨𝐧 𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞 for the 𝐍𝐢𝐠𝐞𝐫𝐢𝐚 𝐅𝐨𝐨𝐭𝐛𝐚𝐥𝐥 𝐅𝐞𝐝𝐞𝐫𝐚𝐭𝐢𝐨𝐧 (𝐍𝐅𝐅), with its mandate ending no later than 𝐌𝐚𝐲 𝟑𝟏, 𝟐𝟎𝟐𝟕.

That intervention must mean more than supervising another election.

The deadline is approaching. The underlying institutional challenges will remain unless responsibility for addressing them is clearly established.

𝐄𝐋𝐄𝐕𝐄𝐍 𝐑𝐄𝐅𝐎𝐑𝐌𝐒 𝐅𝐎𝐑 𝐀 𝐅𝐑𝐄𝐒𝐇 𝐒𝐓𝐀𝐑𝐓

Electoral redistribution and independent integrity screening, examined in Parts 1 and 2, provide the foundation.

Eleven additional priorities deserve a public reform roadmap.

𝟏. 𝐂𝐨𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐚𝐥 𝐚𝐧𝐝 𝐄𝐥𝐞𝐜𝐭𝐨𝐫𝐚𝐥-𝐂𝐨𝐝𝐞 𝐑𝐞𝐟𝐨𝐫𝐦

Review NFF membership rules, candidate qualifications, voting procedures and dispute-resolution mechanisms. Publish proposed amendments and secure approval under the applicable statutes and FIFA requirements.

𝟐. 𝐌𝐞𝐚𝐧𝐢𝐧𝐠𝐟𝐮𝐥 𝐏𝐥𝐚𝐲𝐞𝐫𝐬’ 𝐑𝐞𝐩𝐫𝐞𝐬𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧

Give active players, retired internationals and women’s football representatives genuine influence through independently selected, accountable delegates. Representation must extend beyond ceremonial participation.

𝟑. 𝐒𝐭𝐚𝐭𝐞 𝐅𝐀 𝐚𝐧𝐝 𝐆𝐫𝐚𝐬𝐬𝐫𝐨𝐨𝐭𝐬 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞

Examine club registration, State FA elections and grassroots participation. Publish credible membership registers and strengthen accountability from local football councils to the national Congress.

𝟒. 𝐋𝐞𝐚𝐝𝐞𝐫𝐬𝐡𝐢𝐩 𝐄𝐥𝐢𝐠𝐢𝐛𝐢𝐥𝐢𝐭𝐲 𝐚𝐧𝐝 𝐈𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐚𝐥 𝐈𝐧𝐭𝐞𝐠𝐫𝐢𝐭𝐲

Require objective appointment criteria, independent background screening, conflict-of-interest disclosures and enforceable governance standards. Examine documented findings while preserving due process.

𝟓. 𝐅𝐢𝐧𝐚𝐧𝐜𝐢𝐚𝐥 𝐀𝐜𝐜𝐨𝐮𝐧𝐭𝐚𝐛𝐢𝐥𝐢𝐭𝐲 𝐚𝐧𝐝 𝐈𝐧𝐝𝐞𝐩𝐞𝐧𝐝𝐞𝐧𝐭 𝐀𝐮𝐝𝐢𝐭𝐬

Publish accessible financial statements, relevant audit outcomes, approved project budgets and expenditure reports. Establish responsibility for resolving outstanding findings and referring substantiated irregularities to competent authorities.

𝟔. 𝐈𝐧𝐟𝐫𝐚𝐬𝐭𝐫𝐮𝐜𝐭𝐮𝐫𝐞 𝐚𝐧𝐝 𝐘𝐨𝐮𝐭𝐡 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭

Create a verifiable register of football facilities and development projects, showing funding, location, completion status and actual beneficiaries. Measure investment through functioning facilities and opportunities created.

𝟕. 𝐃𝐨𝐦𝐞𝐬𝐭𝐢𝐜 𝐋𝐞𝐚𝐠𝐮𝐞 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭

Strengthen club licensing, competition administration, financial sustainability, contractual standards and women’s professional football. Domestic competitions must become dependable pathways for talent and employment.

𝟖. 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥-𝐓𝐞𝐚𝐦 𝐓𝐞𝐜𝐡𝐧𝐢𝐜𝐚𝐥 𝐀𝐝𝐦𝐢𝐧𝐢𝐬𝐭𝐫𝐚𝐭𝐢𝐨𝐧

Establish transparent criteria for appointing coaches, technical directors and senior personnel. Introduce performance assessments and protect professional football decisions from inappropriate administrative interference.

𝟗. 𝐂𝐨𝐚𝐜𝐡𝐞𝐬’ 𝐚𝐧𝐝 𝐑𝐞𝐟𝐞𝐫𝐞𝐞𝐬’ 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭

Expand certification, continuing education, independent assessment, professional advancement and international opportunities. Development should be systematic rather than dependent on occasional interventions.

𝟏𝟎. 𝐏𝐥𝐚𝐲𝐞𝐫𝐬’ 𝐖𝐞𝐥𝐟𝐚𝐫𝐞 𝐚𝐧𝐝 𝐂𝐨𝐧𝐭𝐫𝐚𝐜𝐭𝐮𝐚𝐥 𝐏𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧

Ensure timely payment of bonuses, allowances and coaches’ salaries. Strengthen insurance, injury protection, contractual enforcement, dispute resolution and career-transition assistance.

Players are human beings with financial responsibilities to themselves and their families. They should not enter important matches distracted by unpaid entitlements or obligations awaiting settlement at home.

𝐏𝐬𝐲𝐜𝐡𝐨𝐥𝐨𝐠𝐢𝐜𝐚𝐥 𝐩𝐫𝐞𝐩𝐚𝐫𝐚𝐭𝐢𝐨𝐧 𝐬𝐡𝐨𝐮𝐥𝐝 𝐟𝐨𝐜𝐮𝐬 𝐨𝐧 𝐭𝐡𝐞 𝐨𝐩𝐩𝐨𝐬𝐢𝐭𝐢𝐨𝐧, 𝐧𝐨𝐭 𝐨𝐧 𝐰𝐡𝐞𝐭𝐡𝐞𝐫 𝐩𝐫𝐨𝐦𝐢𝐬𝐞𝐝 𝐩𝐚𝐲𝐦𝐞𝐧𝐭𝐬 𝐰𝐢𝐥𝐥 𝐚𝐫𝐫𝐢𝐯𝐞.

Players’ money and coaches’ salaries must never be treated as an administrative piggy bank.

𝟏𝟏. 𝐈𝐧𝐝𝐞𝐩𝐞𝐧𝐝𝐞𝐧𝐭 𝐎𝐯𝐞𝐫𝐬𝐢𝐠𝐡𝐭 𝐚𝐧𝐝 𝐏𝐮𝐛𝐥𝐢𝐜 𝐑𝐞𝐩𝐨𝐫𝐭𝐢𝐧𝐠

Strengthen ethics, audit, compliance and whistleblower safeguards. Publish measurable development indicators and assign clear institutional responsibility for implementing reforms.

These priorities cannot all be completed within the committee’s limited tenure. But they can be assessed, assigned and incorporated into a documented transition roadmap.

𝐅𝐈𝐅𝐀 𝐅𝐎𝐑𝐖𝐀𝐑𝐃: 𝐅𝐎𝐋𝐋𝐎𝐖 𝐓𝐇𝐄 𝐌𝐎𝐍𝐄𝐘

FIFA’s 𝐅𝐨𝐫𝐰𝐚𝐫𝐝 𝟑.𝟎 programme makes up to 𝐔𝐒$𝟖 𝐦𝐢𝐥𝐥𝐢𝐨𝐧 available to each eligible member association during 𝟐𝟎𝟐𝟑–𝟐𝟎𝟐𝟔, subject to programme conditions.

That includes up to 𝐔𝐒$𝟓 𝐦𝐢𝐥𝐥𝐢𝐨𝐧 for operational support and 𝐔𝐒$𝟑 𝐦𝐢𝐥𝐥𝐢𝐨𝐧 for specific development projects.

These are funding ceilings, not confirmation of Nigeria’s actual receipts or expenditure.

The accountability questions are measurable:

* How much was approved and disbursed to Nigeria?

* Which projects and programmes received funding?

* What expenditure was independently verified?

* Which facilities are completed and functioning?

* Were documented audit recommendations implemented?

FIFA maintains financial-monitoring and compliance arrangements for its development programme. Nigerians deserve accessible, project-level information and appropriate explanations of unresolved findings.

𝐓𝐡𝐞 𝐩𝐫𝐨𝐨𝐟 𝐨𝐟 𝐢𝐧𝐯𝐞𝐬𝐭𝐦𝐞𝐧𝐭 𝐢𝐬 𝐧𝐨𝐭 𝐭𝐡𝐞 𝐚𝐦𝐨𝐮𝐧𝐭 𝐚𝐧𝐧𝐨𝐮𝐧𝐜𝐞𝐝. 𝐈𝐭 𝐢𝐬 𝐭𝐡𝐞 𝐯𝐞𝐫𝐢𝐟𝐢𝐚𝐛𝐥𝐞 𝐛𝐞𝐧𝐞𝐟𝐢𝐭 𝐝𝐞𝐥𝐢𝐯𝐞𝐫𝐞𝐝.

𝐅𝐈𝐕𝐄 𝐒𝐓𝐄𝐏𝐒 𝐓𝐎 𝐀 𝐂𝐑𝐄𝐃𝐈𝐁𝐋𝐄 𝐓𝐑𝐀𝐍𝐒𝐈𝐓𝐈𝐎𝐍

𝐅𝐢𝐫𝐬𝐭: 𝐅𝐈𝐅𝐀 and 𝐂𝐀𝐅 publish the committee’s full terms of reference, membership, selection criteria and confirmed responsibilities.

𝐒𝐞𝐜𝐨𝐧𝐝: Conduct independent consultations with State FAs, clubs, leagues, players, former internationals, women’s football, coaches, referees and grassroots representatives.

𝐓𝐡𝐢𝐫𝐝: Present proposed statutory and electoral reforms, including any redistribution of voting power, for transparent consideration and lawful approval.

𝐅𝐨𝐮𝐫𝐭𝐡: Verify eligible voters, establish independent electoral and appeals arrangements, and conduct elections under properly adopted rules.

𝐅𝐢𝐟𝐭𝐡: Publish a transition report identifying completed reforms, unresolved obligations, responsible institutions and implementation deadlines extending beyond 𝐌𝐚𝐲 𝟐𝟎𝟐𝟕.

These are proposed public-accountability benchmarks, not responsibilities already confirmed in FIFA’s Nigeria-specific mandate.

𝐓𝐇𝐄 𝐂𝐎𝐒𝐓 𝐎𝐅 𝐀𝐍𝐎𝐓𝐇𝐄𝐑 𝐈𝐍𝐂𝐎𝐌𝐏𝐋𝐄𝐓𝐄 𝐓𝐑𝐀𝐍𝐒𝐈𝐓𝐈𝐎𝐍

An unchanged electorate could preserve existing concentrations of power. Weak integrity safeguards could undermine confidence in appointments. Unresolved audit findings and undocumented projects could pass from one administration to another without effective corrective action.

The consequences reach beyond football headquarters.

They reach the young player without a development pathway, the coach awaiting payment, the struggling club and supporters who continue investing their hopes in Nigerian football.

Return to that young footballer on the dusty pitch.

He does not dream about who controls a committee room. He dreams of playing, improving, competing and perhaps representing Nigeria.

The institutions governing football exist to create those opportunities.

Across this three-part series, we have examined three interconnected responsibilities:
