Ogun Assembly Passes Safe Pregnancy Termination Bill, Converts Kadiri’s Impeachment To Resignation

The Ogun State House of Assembly has passed a bill providing a legal framework for the safe termination of pregnancy under specified legal indications, alongside a resolution converting the removal of former Deputy Speaker Dare Kadiri from office to voluntary resignation.

The Safe Termination of Pregnancy Bill, 2026, was passed during plenary on Thursday at the Assembly Complex, Oke-Mosan, Abeokuta, with Speaker Oludaisi Elemide presiding.

The legislation, titled H.B. No. 036/OG/2026 – Ogun State Safe Termination of Pregnancy Law, 2026, seeks to reduce maternal morbidity and mortality, promote safe motherhood and reproductive health rights, and establish a legal framework for pregnancy termination in circumstances permitted by law.

The passage followed the presentation of a report by the Chairman of the House Committee on Health, Wahab Haruna. The report was adopted after a motion moved by Haruna and seconded by Chief Whip Omobola Bakare.

The bill subsequently went through clause by clause consideration by the Committee of the Whole House before a motion for its third reading was moved by Babatunde Tella and seconded by Lukman Adeleye.

Following a voice vote, the bill was read for the third time by the Clerk and Head of Legislative Service, Sakiru Adabakin.

Speaker Elemide thereafter directed that a clean copy of the legislation be transmitted to Governor Dapo Abiodun for assent.

Four other bills also scaled first reading during the sitting. They are the Gender Balance in Political and Public Offices Bill, 2026; Group Liability for Offences of Violence, Extortion and Secret Societies Bill, 2026; Victims’ Rights Bill, 2026; and Ogun State Human Sacrifice Prevention and Prohibition Bill, 2026.

In a separate development, the 10th Assembly approved a request by former Deputy Speaker Dare Kadiri to have his impeachment and removal from office converted to voluntary resignation.

The resolution followed consideration of a report by the Committee of the Whole House on an appeal submitted by Kadiri. Presenting the report, Bakare said the committee had considered the former deputy speaker’s request during its sitting on August 18, 2026.

The Assembly said the decision was not intended to revisit the circumstances surrounding Kadiri’s impeachment, apportion blame, engage in political arguments or determine his innocence or otherwise over the issues that led to his removal.

Rather, lawmakers said the request was considered as that of a former member seeking to bring a chapter of his public service to a “peaceful and dignified conclusion.”

The report was subsequently adopted through a voice vote, following a motion moved by Bakare and seconded by Bisi Oyedele.
