DELTA STATE GOVERNOR TERMINATES ROAD CONTRACTS AWARDED UNDER OKOWA’S ADMINISTRATION

Delta State Governor Sheriff Oborevwori has terminated multiple road construction contracts awarded during the twilight of his predecessor and political godfather’s administration, Mr. Ifeanyi Okowa. The decision affects several ongoing and stalled road projects across the state, many of which were awarded in the final months of Okowa’s administration. According to Oborevwori, the contracts were terminated due to delays and drastic cost escalation caused by rising inflation and the ripple effects of the fuel subsidy removal policy announced in May 2023. Some of the affected projects include the construction of a road in Abayaragba, Ndokwa West, Moweh Street in Ekiugbo, and the Ughelli Patani Expressway. “We have approved the repudiation of a number of other projects with a view to enabling us to proceed with some of those jobs,” Oborevwori said. The governor explained that repudiating the contracts would allow for proper analysis of the contractor’s capacity, possible adjustments in the scope of work, and the actual condition of the road in question. State Commissioner for Works, Charles Aniagwu, attributed the repudiation to the significant changes in economic conditions, citing the example of a bag of cement that may have been priced at ₦3,000 when the contract was awarded but would cost more when the contractor mobilized. “If a contractor is unable to proceed due to these changes and we didn’t have time to formally review the contract, then the only option left is to repudiate and reassess based on current realities,” Aniagwu explained. The terminated contracts reportedly include multi-billion-naira road developments in Delta North, South, and Central senatorial zones. Oborevwori’s decision marks a significant political pivot, given his previous association with Okowa, his predecessor and political godfather. Oborevwori emphasized that repudiating a contract doesn’t necessarily mean termination but rather a necessary step to reevaluate the project’s feasibility. “If a job is awarded for reconstruction and overlay of an existing road, you must consider how much that road has further deteriorated since the initial assessment,” he said.

DELTA STATE GOVERNMENT APPROVES MULTI-BILLION NAIRA ROAD CONSTRUCTION AND EDUCATION PROJECTS

The Delta State Executive Council (EXCO) has approved a series of multi-billion naira road construction and rehabilitation projects aimed at improving infrastructure and boosting economic development across the state. The council also gave the green light for the release of N6.7 billion as the state’s counterpart funding to access the Universal Basic Education Commission (UBEC) grant for educational development. The approvals were announced at the end of the State Exco meeting presided over by Governor Sheriff Oborevwori in Asaba. According to the Commissioner for Works (Rural Roads) and Public Information, Mr. Charles Aniagwu, the road projects cut across the three senatorial districts and include both new constructions and major rehabilitations, with a focus on economic viability, accessibility, and long-term durability. “There were a lot of considerations at today’s Exco meeting, ranging from road construction to improvements in our education sector,” Aniagwu said. He listed approved projects, including the reconstruction of failed sections of the Uzere–Asaba-Ase Road, Aboh–Akarai concrete road with a 100m bridge across the Okiri River in Ndokwa East, and Eku–Osubi Road, Okpanam–Ugbolu Road. Aniagwu emphasized that the dual focus on roads and education aligned with Governor Oborevwori’s M.O.R.E. Agenda, which prioritizes infrastructural renewal and human capital development. “The N6.7 billion Universal Basic Education counterpart funding would enable the state to draw matching grants for the construction, renovation, and equipping of public schools,” he said. The Commissioner added that Exco also approved the supply and installation of workshop tools and equipment at Omadino Technical College and Model Technical College, Ogharaefe, and the construction of an administrative block, hostels, dining and kitchen, mechanical and welding workshops at the new Model Technical College, Akugbene. Additionally, the Exco approved the extension of electricity supply and installation of six transformers at Orugbo, Ode-Itsekiri, Ajigba, Inorin, Usele, and Ugbodede communities, all in Warri South Local Government Area. Aniagwu said Governor Oborevwori had directed the Ministries of Primary and Secondary Education to carry out investigations into the buildings and furniture needed to improve the primary and secondary education sectors in the state.

OBOREVWORI’S REELECTION BID GETS BOOST FROM ORODJE OF OKPE

Delta State Governor, Sheriff Oborevwori, is expected to secure a second term in office in 2027, according to the Orodje of Okpe Kingdom, HRM Major-General Felix Mujakperuo. The monarch attributed Oborevwori’s potential success to his impressive performance and the goodwill he has garnered from Deltans. In a recent interview, the Orodje praised Oborevwori’s governance style, highlighting his commitment to development across the state. “The entire Delta is a construction site in his hands,” the monarch noted, citing the numerous infrastructure projects underway in various parts of the state. The Orodje also commended Oborevwori’s character, describing him as a sincere and straightforward individual who has earned the respect and admiration of the people. According to the monarch, Oborevwori’s efforts have not gone unnoticed, with President Bola Tinubu and other prominent figures expressing satisfaction with his performance. 2027: BETWEEN THE STREETS AND THE STATE HOUSE ASABA

By Abraham Ogbodo Delta State politics follows a pattern. It is a turn-by-turn arrangement to ensure that the governorship of the State follows equity. And equity here, requires the number one political office in the state to sequentially swing to and remain in each of the three senatorial districts for eight years in the first instance. It started with the Central Senatorial District in 1999, and then shifted South, after eight years, in 2007. The rounds were completed when the governorship moved to the North Senatorial District in 2015, causing it to return to the starting point, the Central, in 2023. This seemingly equitable arrangement was put in place by Chief James Onanefe Ibori, who was governor between 1999 and 2007. He is from Central, which is exclusively populated by the Urhobo. He might have reasoned that without this measure of affirmation, the contest for the high office among the many ethnic nationalities in the state would be cut-throat. After him came Dr. Emmanuel Uduaghan, an Itsekiri, from the South Senatorial District who also enjoyed a full measure of eight years, from 2007 to 2015. Dr. Ifeanyi Arthur Okowa, who represented the North, had it full too, from 2015 to 2023. In conception and implementation, the idea was beautiful. It is still beautiful. But it remains an arrangement by the Peoples Democratic Party (PDP), which others have found useful too. When Ibori desired it in 1999, not too many people were convinced about the sincerity of purpose of the originator. The acceptance was not wholesale. It was largely seen as some gimmick by the Urhobo-born contender to appear nice to other ethnic stakeholders in the short run but with a hidden desire to consolidate in the long run and exclude other groups from accessing the State House Asaba. Even when the governorship went South in 2007 after Ibori, there were still doubts. The geography and demography of the South and Central Senatorial zones appear too intertwined to inspire confidence. The composition of the South Senatorial zone that limits the occupants to Itsekiri, Ijaw and Isoko (The Three Is) is only for political convenience. In reality, the Urhobo who exclusively occupy the Central are still in the South and could share in the zone’s gains and pains. Everything, therefore, had depended on Ibori, who was the subjective factor in the equation, to play fair and make the governorship to move to the South senatorial district and outside the reach of another Urhobo man. In the build-up, the Urhobo Progress Union (UPU) under the leadership of late King Benjamin Okumagba, wanted the governorship to remain with the Urhobo after Ibori. On the surface, the move to retain the number one seat, after eight unbroken years, was selfish. In context, however, it was a legitimate quest by the Urhobo. And here is the context. The choice of Asaba, which was not part of the original Delta Province, as headquarters, when Delta State was created in 1991 was considered most insensitive by the Urhobo who are the majority ethnic nationality in the state. While it was jubilation in Anioma, the lamentation in the actual Delta enclave was deep. In a larger section of the newly created state, there was a strong feeling of betrayal of a legitimate hope by the Nigerian State. Outside pretences and attempts to be correct by current political actors, the real issues in Delta politics, even now, are woven around the naming of the headquarters when the state was created. The Urhobo, and by extension, groups in the old Delta Province, saw and perhaps still see this as an injustice that can only be assuaged by the continued retention of the governorship by them. Under this situation, good politics in Delta State has meant a delicate balancing of interests and feelings to create a consensus on Asaba as State Capital. This was why Ibori’s call for bridge building at the very beginning in 1999 was taken with a pinch of salt. Elements in the North thought he was only buying time to consolidate. His succession politics did not help matters also. Having an Uduaghan immediately after an Ibori looked more like power transmission than it looked like power transition. James Ibori and Emmanuel Uduaghan grew up under the same roof in Oghara, Delta State. Dr. Okowa had hoped to follow Ibori, but he was told to tarry for Uduaghan to come first. Thus, the real test of the Delta-For-All campaign of Chief Ibori was in 2015 when it became the turn of the North to have the governorship in addition to the headquarters. A kind of double Northern portion that might have proved difficult to swallow by the Central and South, even 24 years after the creation of Delta State. All the same, it was agreed in principle to move the governorship to the North. The only indeterminate factor became the person to have it among the Northern hopefuls. The then incumbent Governor, Dr. Emmanuel Eweta Uduaghan was holding too much to his chest. In the circumstance, Okowa, who stood strong in the Anioma line-up, had appeared completely exposed and vulnerable. A not-so-enthusiastic Uduaghan was playing a number of variables against Okowa as a fixed factor of an Anioma united front. First, it was Mr Anthony Chuks Obuh, Permanent Secretary in the Government House and confidant of Uduaghan. Obuh had hoped for a smooth transition from the civil service to the ultimate political seat in the state. When he failed, there was a radical back-pedalling to the Central Senatorial zone by Governor Uduaghan to throw up Mr. David Edevbie as a preferred candidate. Truth be told, it was one unique instance that the PDP in the State showed good character. Ibori refused to be persuaded by arguments to abort the power rotation principle of the party even when things looked good for him with the option of a David Edevbie. From his prison cell in the United Kingdom, he gave an order for Okowa to be returned in the

DELTA STATE GOVERNOR TO INAUGURATE TWO MAJOR PROJECTS IN IKA SOUTH LOCAL GOVERNMENT

The Governor of Delta State, Rt. Hon. Sheriff Oborevwori, will tomorrow inaugurate two major projects built by Ika South Local Government. The projects are the 1.15km Abude Street Project with dual drainage, and the Alihame Modern Market. In a statement, Joe Onwuka, the Chief Press Secretary to the Local Government Chairman, Engr Jerry Ehiwarior, said the commissioning would hold by 2 pm. Onwuka described the event as a testament to growth and infrastructure development in Ika South, saying, “We are honoured to host His Excellency, Rt. Hon. Elder Sheriff F. O. Oborevwori (JP), Executive Governor of Delta State, as Special Guest of Honour.” The projects form part of the legacy projects of the local government under the watch of Engr. Ehiwarior. Work on both the road and market projects began shortly after Engr Ehiwarior was inaugurated into office as Local Government Chairman, in June last year. They are part of the many projects the local government is handling as part of efforts to expand the benefits of the MORE Agenda of the current state government, and improve the quality of life of the people of the local government area.

DELTA GOVERNOR SHERIFF OBOREVWORI RECEIVES HONORARY DOCTORATE DEGREE FROM NIGERIAN MARITIME UNIVERSITY

Delta State Governor, Rt. Hon. Sheriff Oborevwori, has been awarded an honorary Doctor of Science (Honoris Causa) degree in Social and Economic Development by the Nigerian Maritime University (NMU), Okerenkoko. The award was presented during the institution’s 2nd Combined Convocation Ceremony. Represented by the State Commissioner for Higher Education, Professor Nyerowho Tonukari, Governor Oborevwori expressed profound appreciation to the university for the recognition, describing it as a tribute to the resilience of the Delta people and the collective efforts of his administration. “I receive this recognition not merely as a personal honour but as a tribute to the resilient spirit of our people, the tireless efforts of our administration, and the shared vision we hold for a more inclusive Delta State and a prosperous Nigeria,” the governor said. DELTA GOVERNMENT DISMISSES CLAIMS OF N400 BILLION DEBT, SAYS IT’S FALSE

The Delta State Government has dismissed claims that it owes over N400 billion, describing the allegation as false and completely detached from reality. The State Commissioner for Works (Rural Roads) and Public Information, Mr. Charles Aniagwu, made this known in an interview on Channels TV’s Politics Today. According to Aniagwu, Governor Oborevwori has not borrowed a single dime since assuming office and has instead repaid over N280 billion in loans and contractual obligations inherited from the previous administration. “No one is owing N400 billion. Since Governor Oborevwori assumed office, he has not borrowed a single dime. In fact, he has repaid over N280 billion in loans and contractual obligations, many of which were inherited from the previous administration and tied to bridging finance,” Aniagwu said. The commissioner also responded to comments made by Delta APC stalwart Collins Eselemo, who had questioned the government’s development initiatives in oil-producing communities. Aniagwu emphasized that Delta State’s emergence as the country’s highest oil-producing state is due to investments in peace and development in these communities. “One of the key reasons we have not experienced significant pipeline vandalism in Delta is because we extended development to the creeks, where most of the oil is extracted,” Aniagwu said. “Eselemo questions the economic importance of developing the creeks, but that is precisely why Delta is a leading oil-producing state because our brothers and sisters in the creeks have been empowered and included.” On infrastructure development, Aniagwu mentioned that the government has completed road projects in Burutu Town, with the Ayakoromo Bridge under construction and work ongoing on the Ogulaha-Okonti-Odimodi Road. He also stated that the 47-kilometer Ohoror-Bomadi road is being built. Regarding claims that Julius Berger bridges in Effurun and Warri are within a 400-meter stretch, Aniagwu dismissed the allegation as false and misleading. “He claimed that the bridges being constructed in Effurun and Warri are only 400 meters apart. That’s not true. One of the bridges alone exceeds 400 meters in length and we are building three,” he said. Aniagwu expressed confusion about Eselemo’s stance, saying, “I really don’t understand where Eselemo stands. He is moving from one argument to another without any consistency or clarity.” He added that the government’s move to the APC is aimed at broadening the spectrum of development in Delta State. “You heard the Minister of Aviation and Aerospace Development, Festus Keyamo. He acknowledged that everyone has come together. The APC leaders we met have all welcomed the move,” Aniagwu said, urging Eselemo to reflect on his position.

GOVERNOR OBOREVWORI ASSURES COMPLETION OF UGHELLI-ASABA ROAD DUALISATION PROJECT

Delta State Governor, Rt. Hon. Sheriff Oborevwori, has assured that the Ughelli-Asaba Road dualisation project would soon be completed. The Governor made this promise during an inspection of the reconstruction of the Olomoro-Igbide Road in Isoko South Local Government Area and the ongoing work on Sector C2 of the Ughelli-Asaba Expressway. Oborevwori expressed satisfaction with the progress and quality of work being carried out on the Igbide-Olomoro and Ughelli-Asaba Road dualisation. “I am impressed with the speed and quality of work being delivered. I visited here in March, and the contractors assured me that Sector C1 would be completed by May. From what I am seeing, they are on track. This project will soon be completed,” he said. The Governor noted that the people of the state are pleased with the pace and quality of development projects being implemented by his administration. “We have received a lot of commendations from commuters using this road. It now takes less than two hours to travel from Asaba to Ughelli. This 143-kilometre road is a major achievement, and it’s clear that people are benefiting from it,” Oborevwori added. He emphasized that the happiness of the people is the ultimate measure of success in governance. “We are all happy because we were elected to serve and deliver meaningful development. When the people are satisfied, that brings me joy. From roads to healthcare and education, our projects are making a real difference in people’s lives and that is what governance is all about,” he said. Oborevwori reaffirmed that his administration would not relent until every part of the state feels the impact of democracy. He assured that numerous projects have been completed across the state in preparation for his administration’s second anniversary and restated his commitment to prompt payment of contractors.

DELTA STATE GOVERNMENT SHAKES AS SSA ON CIVIL SOCIETIES AND NGOS RESIGNS

The Delta State government has been rocked by the resignation of its Senior Special Assistant on Civil Societies and NGOs, Comrade Victor Ojei, popularly known as Wong Box. In a statement, Comrade Victor Ojei cited the government’s inability to implement meaningful projects and policies that benefit the people of Delta State as the reason for his resignation. Comrade Victor Ojei said, “When I accepted the appointment, it was with burning hope – a hope to bridge the gap between government and the grassroots, to be a voice for the voiceless, to inspire change not just from the corridors of power but from the trenches where our people cry daily for justice, development, and a better life.” Wong Box expressed frustration that his efforts to attract international developmental partners, NGOs, and innovation were stalled and dumped into “KIVIV” (Keep In View). Wong Box further stated, “Every single effort to attract international developmental partners, NGOs, and innovation was stalled and dumped into KIVIV. What should have been a movement for progress became a standstill. Projects that could have sparked industrial revolutions, brought jobs to the unemployed, and put food in the mouths of widows and orphans were met with silence.” Comrade Victor Ojei lamented that the state has not implemented policies that guarantee the safety of its citizens, adding that “from 1999 to date, not one tangible thing comes into the pocket of the average Deltan monthly.” In his parting words, Comrade Victor Ojei declared, “I want to state it clear: I will not cross carpet from PDP to APC. I am not a politician; I am a Socio-political activist. I stand with truth and with the people, not with the highest bidder.” Wong Box vowed to continue speaking out for the people of Delta State, saying, “I will continue to speak, to act, and to defend the people whether in office or outside it.” Comrade Victor Ojei concluded, “I may have resigned the position, but I have not resigned my passion. I have not resigned from Delta State. I have not resigned from the hearts of the people.”
