How ISWAP Commander Abu Bilal al-Minuki Reportedly Rose to Top ISIS Leadership Before Death

Abu Bilal al-Minuki, a senior figure within the Islamic State West Africa Province (ISWAP), was reportedly one of the most influential African jihadist leaders within the global Islamic State structure before his reported death.

According to emerging security analyses, al-Minuki was elevated in February 2026 to head the Islamic State’s General Directorate of Provinces, replacing Somali national Abdul Qadir Mumin. The position is regarded as one of the highest-ranking operational roles within the global extremist network, effectively placing him second only to the group’s leader, Abu Hafs al-Hashimi.

Security observers say the appointment reflects the growing influence of African jihadist commanders within the Islamic State hierarchy, with leadership positions previously dominated by Iraqi and Syrian operatives increasingly occupied by militants from Africa.

Before his elevation, al-Minuki reportedly headed the al-Furqan regional office, which coordinated Islamic State activities across the Sahel, Libya and West Africa.

He was also known as a close ally of former ISWAP leader Abu Musab al-Barnawi during the internal conflict between ISWAP and Jama’atu Ahlis Sunna Lidda’awati wal-Jihad (JAS), the Boko Haram faction formerly led by Abubakar Shekau.

Analysts believe al-Minuki played a significant role in consolidating ISWAP’s territorial and operational gains after Shekau’s death and the subsequent defections of fighters from JAS to ISWAP.

Despite reportedly maintaining a low-profile public image, security experts described him as a highly strategic and influential figure within extremist networks operating across the Lake Chad region and the wider Sahel.

Authorities are yet to release comprehensive official details surrounding the circumstances of his reported death.
