An oil terminal in Russia’s northwestern city of St Petersburg was reportedly struck overnight in what local authorities described as a drone attack, as President Vladimir Putin presides over a major international economic gathering often referred to as Russia’s “Davos.”

According to Russian officials and multiple local reports, explosions and subsequent fires were recorded at an oil storage and handling facility near the city’s port area. Emergency services were deployed to contain the blaze, while authorities temporarily restricted airspace and maritime activity in parts of the region.

The attack is believed to be part of an intensified Ukrainian campaign targeting Russian energy infrastructure deep inside the country. Kyiv has increasingly relied on long-range drones to strike oil depots, refineries, and logistics hubs seen as critical to Moscow’s war financing capacity.

Ukraine has not officially confirmed responsibility for this specific incident, but its military has in recent months described Russian oil infrastructure as “legitimate military-economic targets” due to their role in sustaining the war effort.

The strike coincides with the opening of a high-profile economic forum in St Petersburg, where President Vladimir Putin is expected to address foreign investors and officials. The timing has drawn attention, as the event is traditionally used by the Kremlin to project economic resilience and attract international partnerships despite ongoing Western sanctions and the prolonged war in Ukraine.

St Petersburg is one of Russia’s key economic and maritime hubs, hosting major port infrastructure and energy logistics networks that are critical for exports.

Vladimir Putin has continued to frame Russia’s economy as stable under pressure, even as sanctions and wartime disruptions affect trade and energy flows.

The forum underway in the city is widely associated with Russia’s efforts to maintain international economic visibility amid geopolitical isolation, with officials presenting investment opportunities in energy, technology, and transport sectors.

Military analysts say Ukraine’s increasing ability to reach deep into Russian territory reflects both improvements in drone technology and a strategic shift aimed at disrupting economic infrastructure rather than only battlefield positions.

While the full extent of the damage remains unclear, the incident underscores the widening geographic scope of the conflict, which continues to affect energy markets, regional security, and global economic confidence.

Authorities in Russia have not released casualty figures, and investigations into the cause and scale of the damage are ongoing.
