Manchester City Lodge Appeal Against Guilty Verdict Over Premier League Financial Rules

Manchester City have formally appealed an independent commission’s guilty verdict over serious breaches of Premier League financial rules, insisting that the ruling contains significant errors of law, principle and fact.

The club confirmed that it lodged its “comprehensive Appeal” at 7pm on Thursday, October 1, a day before the deadline set by the Premier League. City said its position remains that it is innocent of the accusations and that evidence exists to support its case.

The appeal follows the publication of the independent commission’s findings, which concluded that Manchester City had breached Premier League financial regulations during a nine-season period between 2009-10 and 2017-18.

According to the Premier League, the commission found that City had arranged what it described as “sham” commercial contracts, misstated accounts and failed to accurately disclose the club’s financial position. The commission also upheld most of the allegations concerning City’s cooperation with the league’s investigation.

The Premier League said the commission concluded that the arrangements had artificially inflated the club’s revenues and reduced its reported costs, resulting in significant breaches of both Premier League and UEFA spending regulations.

Manchester City strongly disputes those findings.

In its appeal statement, the club said the commission’s opinion contains “clear material errors” and described the decision as unsafe. City also said it would respect due process but was restricted in what it could say publicly while the proceedings remain ongoing.

A central issue in the case concerns the financing of sponsorship arrangements involving companies linked to Abu Dhabi. The commission rejected City’s explanation concerning the source of some sponsorship funding, while the club maintains that the arrangements were legitimate and that the commission failed to properly assess evidence supporting its position.

The appeal will now be considered by a newly appointed three-member Appeal Board. Under the Premier League’s disciplinary process, an Appeal Board can allow or dismiss an appeal or make another order concerning the commission’s decision.

The appeal process is expected to take several weeks. The Independent reports that the appeal hearing must take place within 12 weeks of the appeal being lodged, with a decision expected within 30 days after the hearing concludes.

Meanwhile, the question of sanctions has not yet been settled. The Premier League said a separate hearing will determine what punishment, if any, follows the commission’s findings. The league’s rules provide for a range of possible sanctions, including financial and sporting penalties.

The Football Association has also said it is considering the implications of the commission’s decision. The FA described the findings as having significant implications for the integrity of English football and said it would take action where appropriate.

For now, Manchester City’s appeal means the long-running financial case remains unresolved, with the club continuing to contest the commission’s findings before the next stage of the disciplinary process.
