NFF & Football Reforms in Nigeria โ Dr Emmanuel Ikpeme, Acting NFF General Secretary, Promises Transparency: Will Accountability Follow?
When a football administrator publicly promises integrity, transparency and accountability, the declaration deserves attention. Not because the words are new, but because they create expectations that can be measured against subsequent actions.
Acting General Secretary of the Nigeria Football Federation (NFF), has made such a declaration.
According to an ๐๐๐ญ๐จ๐๐๐ซ ๐๐, ๐๐๐๐ report by Niyi Busari of BSN Sports, Ikpeme identified those three principles as essential to rebuilding corporate confidence and reducing the federationโs dependence on government funding.
โSo, mine is to bring integrity. Thatโs what we will drive at, and we have started,โ he reportedly stated.
His statement offers a constructive starting point. It also invites an assessment of what has already begun.

Corporate sponsorship operates on commercial expectations. Companies seek visibility, reputational value, defined contractual benefits and confidence that commitments will be fulfilled.
Nigeria has the football audience, international recognition and sporting heritage to attract substantial commercial interest. Yet passion alone cannot secure long-term investment.
Sponsors require dependable structures.
Ikpemeโs previous experience offers a relevant historical example. In a ๐๐ฎ๐ง๐ ๐๐, ๐๐๐๐ profile published by ๐๐ก๐ ๐๐๐ญ๐ข๐จ๐ง, sports journalist ๐๐จ๐ซ๐๐ค๐ข๐ง๐ฒ๐จ ๐๐๐จ๐๐ฎ๐ง๐ซ๐ข๐ง credited him with helping secure Cross River State Government support for the Super Eaglesโ 2013 Africa Cup of Nations qualifying campaign and the Golden Eagletsโ training camps in 2013 and 2015.
Those arrangements involved government support rather than private sponsorship. Nevertheless, they suggest experience in cultivating institutional relationships and mobilising resources.
His present assignment presents a different challenge: helping build commercial partnerships that can endure beyond individual relationships, administrative appointments and changes in leadership.
An organisation should not have to begin rebuilding its credibility whenever its officers change.
The federation does not need to invent financial oversight from scratch.
Its ๐๐๐ฉ๐ญ๐๐ฆ๐๐๐ซ ๐๐, ๐๐๐๐ Annual General Assembly communiquรฉ recorded that Congress approved the NFFโs audited 2024 financial statements, presented by ๐๐ซ๐ข๐๐๐ฐ๐๐ญ๐๐ซ๐ก๐จ๐ฎ๐ฌ๐๐๐จ๐จ๐ฉ๐๐ซ๐ฌ (๐๐ฐ๐).
FIFA also maintains financial reporting and independent audit requirements for its Forward development programme.
These mechanisms provide an existing foundation for financial accountability. The next opportunity is greater public accessibility.
Could the federation provide annual financial summaries identifying its principal revenue sources, major expenditure categories and financial commitments?
Could sponsors receive regular performance reports showing whether agreed benefits and obligations have been delivered?
Could commercial agreements be governed by documented approval procedures, clear responsibilities and consistent monitoring?
Full transparency does not require revealing legitimate commercial secrets. It requires sufficient disclosure and internal control to demonstrate responsible management of public resources and commercial commitments.
Government support for national football is legitimate. Representing Nigeria internationally carries national obligations, and public investment may remain necessary.
However, a federation that generates dependable commercial revenue can plan with greater confidence, support development programmes and reduce pressure on government allocations.
Before setting targets, the NFF needs a reliable financial baseline identifying how much revenue comes from government, FIFA, CAF, corporate sponsorship and other activities.
Without those figures, the extent of government dependence cannot be independently quantified.
A commercially sustainable federation must know which income sources are dependable, which are restricted to particular purposes and which can support recurring obligations.
Football development cannot be planned indefinitely around financial uncertainty.
Ikpeme says the work has started. An appropriate next step would be to explain what has changed.
A practical roadmap could identify financial disclosure measures, sponsorship management procedures, responsible officers and implementation deadlines.
Periodic reporting would allow stakeholders to distinguish completed reforms from proposals still awaiting action.
The General Secretary may coordinate implementation, but sustainable governance depends on the Secretariat, Executive Committee, financial officers and oversight arrangements performing their respective responsibilities.

Ikpeme deserves a fair opportunity to put his stated intentions into practice. His reported experience in securing institutional support provides a useful starting point, while his present responsibilities require broader organisational participation.
Constructive scrutiny can strengthen that effort by establishing practical standards against which progress can be evaluated.
Nigeriaโs football industry possesses substantial commercial potential. Unlocking that potential requires more than public declarations. It demands credible financial management, transparent commercial arrangements and institutional accountability that sponsors can independently assess.
The journey from government dependence to greater commercial independence will require financial discipline, reliable agreements, consistent disclosure and a willingness to make institutional performance visible.

They must become the ordinary working habits of the Nigeria Football Federation.
Then corporate confidence will have something stronger than words upon which to stand.
