Authorities in Monaco and France have launched a joint cross-border manhunt after a powerful explosion injured three people, including a prominent Ukrainian businessman, in what investigators believe was a deliberate attack that has stunned the tiny Mediterranean principality.

The explosion occurred shortly before 9 p.m. on Monday at the entrance of a residential building near Monaco’s border with France. Officials said the blast was caused by an explosive device that had been left at the scene moments earlier, making it one of the most serious security incidents in Monaco’s modern history.

According to Monaco’s Minister of State, Christophe Mirmand, two adults and a 13-year-old child were seriously injured in the blast and were rushed to hospitals in nearby Nice, France, for emergency treatment. French and Ukrainian media identified one of the injured as Ukrainian construction tycoon Vadym Iermolaiev, although authorities have not officially confirmed his identity.

Investigators believe the attack was carefully planned. Surveillance cameras reportedly captured a man carrying a backpack to the entrance of the residential building before quickly walking away. Minutes later, the device exploded with devastating force, shattering windows and sending debris across the surrounding area. Witnesses described hearing a loud blast that echoed through the neighborhood, followed by scenes of panic as residents rushed outside.

Authorities said the suspect immediately fled the scene on foot, crossing into the neighboring French town of Beausoleil. Police from both Monaco and France are now working together to track him using surveillance footage and other forensic evidence. French national police have deployed additional officers to assist in the investigation, but no arrests have been announced.

Monaco’s ruler, Prince Albert II, strongly condemned the attack, describing it as an “odious act” and assuring residents that all security and emergency services had been mobilized. Officials emphasized that violent attacks of this nature are virtually unheard of in Monaco, one of the world’s wealthiest and safest countries.

While investigators have not established a motive, several media outlets reported that the injured businessman, Vadym Iermolaiev, was sanctioned by Ukraine in 2023 over alleged business ties to Russia following Moscow’s full-scale invasion of Ukraine. Authorities have cautioned, however, that it is too early to conclude whether the explosion was politically motivated, linked to organized crime, or driven by another motive.

Investigators are examining fragments of the explosive device, which French media described as a makeshift parcel bomb reportedly packed with metal fragments to maximize its destructive impact. Bomb disposal experts and forensic teams spent hours combing the scene for evidence, while surrounding streets were sealed off overnight.

Security experts say the incident is particularly alarming because Monaco has long enjoyed a reputation for exceptionally low crime rates despite being home to many wealthy business leaders, celebrities and international investors. The bombing has prompted authorities to review security measures around residential areas and high-profile individuals living in the principality.

As the investigation continues, officials have appealed to the public for information that could help identify the suspect. The three victims remain hospitalized, with two reported to be in critical condition. Authorities say determining the motive behind the attack and apprehending the suspect remain their top priorities.
