FIFA Proposes $20bn Commercial Subsidiary, Faces UEFA Opposition Over Governance Concerns

FIFA has unveiled plans to establish a new commercial subsidiary valued at $20 billion, a move aimed at boosting revenue from its global football competitions and significantly increasing development funding for its 211 member associations.

The proposed entity, known as FIFA Forward Enterprise (FFE), will consolidate FIFA’s commercial operations, including broadcasting rights, sponsorship, ticketing, licensing and the operational delivery of its tournaments. FIFA says the subsidiary would remain wholly under its control, while minority, non-controlling stakes would be offered to long-term investors to raise up to $4.2 billion.

According to FIFA, proceeds from the investment would be reinvested into football development worldwide through an expanded funding programme. If approved by FIFA’s member associations and the FIFA Council, each of the 211 member associations could access increased development funding, including an optional one-off grant of up to $20 million for infrastructure and special projects.

FIFA President Gianni Infantino said the initiative is designed to unlock the commercial potential of the organisation while preserving FIFA’s exclusive authority over football governance, competitions, the international match calendar and regulatory decisions. The governing body stressed that outside investors would have no operational role in running football.

However, the proposal has drawn strong criticism from Union of European Football Associations, which questioned both the governance process and the growing commercialisation of the sport.

UEFA argued that football’s governance should not be commodified and expressed concern over what it described as a lack of transparency surrounding the proposal. The European football governing body warned that the plan raises important questions about accountability and the future control of the world’s most valuable football competitions.

The proposal is expected to be presented to FIFA’s member associations for consideration, with implementation dependent on securing majority support as well as approval from the FIFA Council.
