Lagos Raises Land Transaction Charges by Up to 300% as New Rates Take Effect May 1, 2026
The Lagos State Government has approved a significant upward review of land transaction and property perfection fees, increasing several statutory charges by as much as 300 percent. The new rates officially take effect from May 1, 2026.
The review affects key land administration costs, including Governor’s Consent, Stamp Duties, Registration fees, Capital Contribution Levy, Charting charges, and other related property documentation expenses.
According to officials, the adjustment became necessary due to the sharp rise in property values across Lagos over the past two decades, while official valuation benchmarks used for calculating fees had remained largely unchanged between 2005 and 2015.
Impact on Property Owners and Investors
Under the revised structure, property owners in high-value areas such as Lekki Phase 1 and Banana Island will face significantly higher transaction costs.
For instance, a Governor’s Consent process in Lekki Phase 1, which cost about ₦18 million in 2015, is now projected to cost approximately ₦70 million under the new regime. This reflects the rise in average property values in the area from about ₦250 million in 2015 to nearly ₦1.5 billion today.
In ultra-premium locations such as Banana Island, where luxury properties are valued at around ₦10 billion, total perfection and statutory charges could now range between ₦700 million and ₦1 billion.
Government’s Justification
The Lagos State Government explained that the previous fee structure no longer reflects current market realities. It maintained that the review is aimed at aligning land administration charges with present-day property valuations and ensuring more accurate revenue generation from the real estate sector.
The development is expected to generate strong reactions from developers, investors, and prospective homeowners, many of whom fear the increased costs could further deepen affordability challenges in Lagos’ already expensive housing market.
