Senate Begins Consideration of Tinubu’s Bill to Strengthen Secondary Education Commission
The Senate on Thursday commenced legislative consideration of the National Secondary Education Commission (Amendment) Bill, 2026, following its transmission by President Bola Tinubu to the National Assembly.
The proposed legislation, aimed at strengthening the administration and governance of public senior secondary education across the country, was formally conveyed in a letter read on the floor of the Senate by Senate President Godswill Akpabio during plenary.
In the letter, President Tinubu stated that the amendment bill is part of his administration’s commitment to repositioning public senior secondary education and improving learning outcomes for Nigerian students.
He explained that the Federal Executive Council (FEC) approved the proposed amendments at its meeting on April 30, 2026, after which the Federal Ministry of Justice reviewed and finalized the draft to ensure compliance with constitutional provisions and legislative drafting standards.
According to the President, the proposed amendments are designed to enhance the institutional capacity of the National Secondary Education Commission, strengthen oversight mechanisms and improve the delivery of quality public senior secondary education across the federation.
“The Bill is intended to enhance the administration and governance of public senior secondary education across the Federation. It reflects the determination to improve institutional capacity, oversight, and the delivery of quality secondary education for Nigeria’s youth,” the letter stated.
After the correspondence was read, Senate President Akpabio referred the bill to the Senate Committee on Rules and Business for legislative processing, directing the committee to report back to the chamber within one week.
The proposed amendment now moves to the next stage of the legislative process, where it will be assigned to the appropriate committee for detailed scrutiny before returning to the Senate for debate and possible passage.
