NSC Chairman Shehu Dikko’s Declaration Of PFAN As The Players’ Union in Nigeria: What The Law Says, What FIFPRO Requires โ And Where Does It Leave The Player?

Nigeriaโs domestic playersโ union history contains several distinct legal and institutional strands.
But international representation introduces another standard.
On ๐๐ฎ๐ง๐ ๐๐, ๐๐๐๐, ๐ ๐๐ ๐ formally recognised ๐ ๐๐ ๐๐๐ as the ๐ ๐ฅ๐จ๐๐๐ฅ ๐ซ๐๐ฉ๐ซ๐๐ฌ๐๐ง๐ญ๐๐ญ๐ข๐ฏ๐ ๐๐จ๐๐ฒ ๐๐จ๐ซ ๐ฉ๐ซ๐จ๐๐๐ฌ๐ฌ๐ข๐จ๐ง๐๐ฅ ๐๐จ๐จ๐ญ๐๐๐ฅ๐ฅ ๐ฉ๐ฅ๐๐ฒ๐๐ซ๐ฌ and as the social partner representing players as employees.
That agreement strengthened FIFPROโs role inside international football governance and gave organised professional players an established route into the institutions where decisions affecting their employment are made.
For Nigeria, that changes the context considerably.
If the objective is simply representation within the ๐๐๐ญ๐ข๐จ๐ง๐๐ฅ ๐๐ฉ๐จ๐ซ๐ญ๐ฌ ๐๐จ๐ฆ๐ฆ๐ข๐ฌ๐ฌ๐ข๐จ๐ง, Nigerian law provides the applicable framework.
If the issue is trade-union registration, Nigerian labour law applies.
But if the destination is ๐ ๐๐ ๐๐๐ ๐ฆ๐๐ฆ๐๐๐ซ๐ฌ๐ก๐ข๐ฉ, FIFPROโs rules necessarily become part of the test.

FIFPRO addressed the principle directly on ๐๐ฉ๐ซ๐ข๐ฅ ๐๐, ๐๐๐๐, stating that player representation should be:

Its statutes require representative and democratically organised playersโ associations and provide that only ๐จ๐ง๐ ๐๐ฌ๐ฌ๐จ๐๐ข๐๐ญ๐ข๐จ๐ง ๐๐ซ๐จ๐ฆ ๐๐๐๐ก ๐๐จ๐ฎ๐ง๐ญ๐ซ๐ฒ may ultimately hold FIFPRO membership.
That creates an important distinction in the Nigerian discussion.
If Mallam ๐๐ก๐๐ก๐ฎ ๐๐ข๐ค๐ค๐จโs reported declaration is confined to saying that PFAN is the body expressly named for representation within the National Sports Commission, the NSC Act provides the basis for that position.
If the declaration is understood more broadly to determine which organisation should carry the mandate of Nigerian professional footballers within FIFPRO, then domestic institutional recognition alone would not complete that process.
FIFPRO would still apply its own requirements concerning ๐ข๐ง๐๐๐ฉ๐๐ง๐๐๐ง๐๐, ๐ ๐จ๐ฏ๐๐ซ๐ง๐๐ง๐๐, ๐๐๐ฆ๐จ๐๐ซ๐๐ญ๐ข๐ ๐ฅ๐๐ ๐ข๐ญ๐ข๐ฆ๐๐๐ฒ and ๐ฉ๐ฅ๐๐ฒ๐๐ซ ๐ฆ๐๐ง๐๐๐ญ๐.
