Edo Grants 3MW Mini-Grid Licence as Okpebholo Pushes Power Sector Reforms

The Edo State Government has taken another step toward improving electricity access and strengthening the state’s power sector with the issuance of a 3-megawatt (MW) mini-grid generation licence to Halimatu Hospital Ltd.

The development forms part of Governor Monday Okpebholo’s broader strategy to expand power infrastructure, attract private-sector investment, and stimulate economic growth across the state. According to state officials, the project is expected to improve electricity supply in Okpella, located in Edo North Senatorial District.

Commissioner for Power, Paul Usenbo, said the mini-grid project will provide reliable electricity to Halimatu Hospital while also extending power access to approximately 200 households and small businesses within the surrounding community.

Usenbo noted that the licence was issued under the Edo State Electricity Law 2025, which provides the legal framework for electricity generation, distribution, licensing, and investment within the state. The legislation is designed to encourage private-sector participation and accelerate improvements in electricity supply.

The approval comes amid ongoing efforts by the Okpebholo administration to expand Edo’s energy capacity. The state is also monitoring the development of a proposed 100MW Independent Power Plant in Ologbo, a project expected to boost electricity generation, support industrial growth, and reduce dependence on the national grid.

Observers say the latest mini-grid initiative reflects a growing trend among Nigerian states seeking to leverage recent electricity sector reforms to improve power supply through localized generation projects and private investment.

The Edo State Government expressed optimism that the project will enhance healthcare delivery, support local businesses, and contribute to the state’s long-term economic development agenda.
