El-Rufai’s Doctor Denies Forging Medical Report, Rejects Alleged Role in Bail Document

A consultant oncologist at the National Hospital, Abuja, Dr. Bello Abubakar, has denied allegations that he falsified a medical report used to support the bail application of former Kaduna State Governor, Nasir El-Rufai, insisting that although he authored the report, he neither fabricated its contents nor authorised its use in court.

The doctor is facing a four-count charge filed by the Independent Corrupt Practices and Other Related Offences Commission (ICPC) over a medical report dated June 10, 2026, which prosecutors allege was knowingly prepared to mislead the court during El-Rufai’s bail proceedings.

The case, marked KDH/KAD/ICPC/02/2026, is pending before the Kaduna State High Court.

In a voluntary statement made to the ICPC in the presence of his lawyer, Dr. Abubakar admitted preparing the medical report but denied any knowledge of Mohammed Bala Aliyu, the individual allegedly linked to the affidavit filed in support of El-Rufai’s bail application.

“I cannot recall anybody with the name Mohammed Bala Aliyu, and I have never authorised him to depose to any affidavit,” the oncologist stated.

The ICPC alleges that the consultant conspired with another individual to prepare a false document titled Medical Report and Expert Opinion for Urgent Medical Intervention, which was subsequently presented before a Commissioner for Oaths and tendered in court.

However, Abubakar maintained that he had no relationship with the alleged accomplice and never instructed anyone to swear an affidavit based on the report.

Giving details of his relationship with the former governor, the consultant said he first met El-Rufai through the former governor’s wife and had attended to him as a patient over the years.

According to him, El-Rufai had been registered as a patient at the National Hospital since about 2005, while consultations at his private cancer centre were informal and limited.

He said he attended to the former governor three times between June and July 2026 while El-Rufai was in ICPC custody, following requests from members of his family.

Dr. Abubakar explained that two consultations took place at the ICPC facility in the presence of officials from the commission’s clinic, while another was conducted at the National Hospital alongside other medical personnel.

Addressing photographs showing him handing a medical report to El-Rufai’s wives, the consultant said the images were taken in a waiting area after the consultation and not inside the treatment room.

He further explained that, under the National Hospital’s procedures, consultants are responsible for preparing medical reports, which are subsequently stamped by the office of the Director of Clinical Services before being released to patients.

According to him, he was not responsible for registering or processing the report beyond preparing it.

The doctor also declined to disclose details of El-Rufai’s medical condition, citing patient confidentiality and medical ethics.

Meanwhile, the prosecution is expected to call the Chief Medical Director of the National Hospital, Professor Raji Mahmud, as a witness.

According to court documents, Mahmud is expected to testify that the hospital did not authorise the disputed medical report and that it was not issued in line with established procedures.

The prosecution also alleges that investigations by the hospital concluded the document was not officially sanctioned and had been prepared without complying with the institution’s required processes.

The matter is expected to proceed before the Kaduna State High Court, where both the prosecution and defence will present evidence on the allegations.
