Tinubu Approves Comprehensive NYSC Reforms, Orders Amendment of Act

President Bola Ahmed Tinubu has approved a comprehensive overhaul of the National Youth Service Corps (NYSC), introducing major reforms aimed at repositioning the scheme to better serve Nigeria’s development needs.

As part of the reforms, the President approved the appointment of a civilian to head the operational leadership of the NYSC, while the military will continue to provide security for corps members across the country.

To facilitate the implementation of the new framework, Tinubu directed the Attorney-General of the Federation and Minister of Justice, Lateef Fagbemi (SAN), and the Minister of Youth Development, Ayodele Olawande, to commence the amendment of the NYSC Act and relevant regulations.

The approved reforms include the introduction of a technology-driven call-up process to enhance transparency and efficiency in the mobilisation of prospective corps members.

The new framework also provides for a risk-sensitive deployment system aimed at improving the safety and security of corps members by considering prevailing security conditions before postings are made.

Under the reforms, the orientation course will be redesigned and extended to six weeks, with greater emphasis on leadership development, entrepreneurship, digital literacy and specialised career tracks.

In addition, corps members will be posted to their places of primary assignment based on their academic qualifications, professional skills and career aspirations to ensure better alignment with national manpower needs.

The Federal Government also approved a new governance structure that places the NYSC under civilian operational leadership, while the military retains responsibility for security support.

To improve the quality of orientation camps nationwide, the reforms introduce a national grading and certification system to ensure minimum operational standards across all camps.

The President further approved the replacement of the traditional Passing Out Parade with a graduation ceremony, alongside the introduction of a redesigned NYSC uniform intended to reflect professionalism and strengthen national identity.

The reforms are expected to take effect once the proposed amendments to the NYSC Act and accompanying regulations have been completed.
