FRC Adopts Output Calendar Roadmap at 2026 Management Retrea

The Fiscal Responsibility Commission has adopted the Roadmap Implementation of its Output Calendar for 2026, following the conclusion of its three-day management retreat held at Zuma Rock Resort along the Abuja-Kaduna Road.

The retreat was sponsored by the Rule of Law and Anti-Corruption Programme and International IDEA, with participation from BudgIT representatives.

Speaking at the closing ceremony, the Acting Chairman of the Commission, Charles Chukwuemeka Abana, described the retreat as a defining moment for the Commission and a major milestone under his leadership.

According to him, the retreat provided a platform for strategic reflection, collaboration, and planning aimed at repositioning the Commission to effectively implement its mandate under the Fiscal Responsibility Act, 2007.

Abana commended RoLAC, International IDEA, and BudgIT for their support, noting that their contributions ensured productive engagement throughout the retreat.

He said the retreat, themed “Strengthening Institutional Performance through the Implementation of the Commission’s New Strategic Plan,” underscored the Commission’s commitment to institutional effectiveness and improved national impact.

“The Strategic Plan is not simply a policy document; it is a roadmap for institutional transformation, a framework for measurable progress, and a guide for achieving sustainable results in the discharge of our responsibilities,” he stated.

The Acting Chairman noted that increasing public expectations require the Commission to become more proactive, innovative, and results-oriented in promoting fiscal discipline, accountability, transparency, and prudent management of public resources.

He disclosed that the newly approved Strategic Plan would strengthen monitoring and enforcement mechanisms, improve stakeholder engagement, deepen inter-agency collaboration, leverage technology for operational efficiency, and enhance institutional capacity across the Commission.

Abana also unveiled the Commission’s new Vision and Mission statements.

The Vision reads: “To be Nigeria’s leading fiscal authority ensuring transparent, accountable, and sustainable fiscal governance for national development.”

The Mission states: “To promote fiscal integrity through evidential oversight in revenue, expenditure and debt management decisions for efficient service delivery.”

According to him, the retreat focused on reviewing the Commission’s statutory responsibilities in response to emerging fiscal realities, while also improving institutional coordination, compliance monitoring, staff productivity, innovation, and accountability.

He added that presentations at the retreat exposed participants to modern approaches in organisational process improvement, digital transformation, problem analysis tools, process mapping, and emerging Artificial Intelligence applications within the fiscal ecosystem.

Speaking on future responsibilities, Abana said the Commission would play a critical oversight and accountability role in the implementation of Nigeria’s new tax regime.

He explained that the Commission would ensure the reforms are implemented in a fiscally responsible, transparent, and sustainable manner to promote efficient revenue management and economic growth.

“In view of this enormous oversight function by the Commission, we have to develop capacity and prepare ourselves for the daunting challenges ahead. This is part of why we are here,” he said.

The Acting Chairman urged staff to remain committed to professionalism, integrity, teamwork, innovation, and service excellence, stressing that the success of the Strategic Plan depends on collective commitment across all departments.

He also commended members of the planning committee and officers who contributed to the success of the retreat, expressing confidence that the resolutions reached would strengthen the Commission’s effectiveness and align it with global best practices in fiscal governance.

The retreat ended with a formal declaration of closure by the Acting Chairman, who called on staff to move forward with renewed commitment towards building a stronger and more impactful Commission.
