Philippines Reviews School Safety Measures After Rare Shooting Leaves Three Students Dead

Philippine authorities are reassessing school security protocols and emergency preparedness measures following a rare and deadly school shooting that claimed the lives of three students and left several others injured in Tacloban City.

The attack occurred on Monday at San Jose National High School in Tacloban, where two students, aged 14 and 15, allegedly opened fire on fellow students using a 9mm Glock pistol and a .38-caliber revolver. The incident shocked the country, where school shootings are uncommon due to relatively strict firearms regulations.

Police said the two suspects were taken into custody shortly after the shooting. Initial investigations suggest the teenagers may have been motivated by grievances linked to prolonged bullying, although authorities stressed that the investigation remains ongoing. Officials recovered dozens of spent shell casings from the scene and are examining how the suspects gained access to the firearms.

Philippine President Ferdinand Marcos Jr. ordered a full investigation into the attack and directed security agencies to strengthen safety measures in schools and other public spaces. The Department of Education also classified the incident as a “high-alert situation” and announced plans to provide medical, psychological, and counseling support to affected students, teachers, and families.

Civil defense officials said the tragedy has exposed gaps in school emergency planning, which has traditionally focused on natural disasters such as earthquakes and typhoons. Authorities are now considering expanded training programs for educators and students to prepare for violence-related emergencies.

The shooting has also reignited debate about youth violence, online influences, and access to firearms. Law enforcement agencies are investigating reports that one of the weapons used in the attack was linked to a police officer and whether negligence contributed to the incident.

As the nation mourns the victims, education officials and lawmakers are expected to review school security policies in an effort to prevent similar tragedies and restore confidence in the safety of educational institutions.
