Hamas Announces Khalil Al-Hayya as New Leader After Leadership Run-Off

Hamas has announced the appointment of Khalil Al-Hayya as its new overall leader, marking a significant leadership transition for the Palestinian militant group as the war in Gaza and wider regional tensions continue. The decision was confirmed in an official statement issued on Monday following an internal leadership vote.

Al-Hayya succeeds Yahya Sinwar, who was killed by Israeli forces in Gaza in October 2024. Since Sinwar’s death, Hamas had been overseen by a temporary leadership council while senior members deliberated over a permanent successor. The appointment concludes months of internal consultations aimed at unifying the group’s political leadership.

According to Hamas, Al-Hayya emerged victorious after a run-off against veteran Hamas official Khaled Meshaal, one of the movement’s most prominent political figures. The election was conducted by the group’s internal consultative mechanisms, with Al-Hayya securing the top position in the political bureau.

Born in Gaza in 1960, Al-Hayya is regarded as one of Hamas’s most influential political leaders. He has long represented the group in indirect negotiations with Israel and international mediators, particularly in ceasefire and hostage talks. In recent years he has operated largely from Qatar, where several senior Hamas officials have been based.

Al-Hayya’s profile has risen considerably following the deaths of several senior Hamas leaders during the conflict. Israeli officials have previously identified him as one of the group’s key decision-makers, and he reportedly survived an Israeli strike in Doha in 2025 that killed one of his sons.

Analysts say the appointment is unlikely to signal an immediate shift in Hamas’s overall strategy but could influence the group’s diplomatic engagement with regional mediators, given Al-Hayya’s extensive involvement in negotiations with Egypt, Qatar and other intermediaries. His experience in political dialogue may prove significant as international efforts continue to pursue ceasefire agreements and hostage releases.

The leadership change comes at a time when fighting in Gaza continues and regional tensions remain high. International mediators are still working to broker a ceasefire and expand humanitarian access, while negotiations over the release of hostages and Palestinian prisoners remain stalled. Observers say Al-Hayya’s elevation places one of Hamas’s most experienced political figures at the center of those efforts, even as the conflict shows little sign of ending.
