Giving relief materials during flood disaster may generate dramatic headlines but creating robust response and framework produces longer lasting economic gains.

Nigeria flooding disaster crisis have become too complex for any single agency to solve.

However, institutions must effectively targets the climate change foundation and lack of rules and regulations.

It is now clear that the chief source of flooding is not solely climate change, it is not coming from insufficient statutes and resulting environmental dislocations even when it is a factor.

The main source source is the attitude of the citizens and their bad behaviours in improper waste disposal.

Dealing with natural disasters is not about press conferences, summits and too much talking but the creation of imaginative actions.

Our action so far is like having discussion with the deaf with discussion and reply through mumbled forms. Flooding persists because of the ignorance of the citizens and the inaction of governments.

This is because the sovereignty in the 21st century is not about hoisting flags.

Inherent in sovereignty is self care, food, security, ability to enforce and maintain your territorial integrity, protecting the environment, tech capacity, quality of education and quality of human resources capital.

As long as citizens continue to promote anti environmental activities like blocking drainage, dealing with perennial flooding will remain endless and expensive cycle funding by taxpayers.

Natural disasters is often dismissed as environmental challenges yet the implications extend far beyond the environment to economics.

Citizens will ultimately judge response measures not by predictions but buy preparation, rescue, evacuation and recovery.
