ULFA Backs NNPCL-China Refinery Deal, Demands Environmental Compliance, Community Protection
The Urhobo Leadership Forum Abuja (ULFA) has commended the recent Memorandum of Understanding signed between NNPC Limited and two Chinese firms for the rehabilitation and expansion of the Warri and Port Harcourt refineries.

In a statement signed by its President, Peter Igho, the Abuja-based policy group described the agreement as a major step toward revitalising Nigeria’s refining capacity and boosting economic activities in the Niger Delta region.
The group praised the management of NNPC Limited for what it called a decisive move and the transparent process leading to the agreement involving the Warri Refinery and Petrochemical Company and the Port Harcourt Refinery.

ULFA, however, stressed that the true success of the agreement should be measured by its impact on host communities and environmental sustainability.
The forum urged NNPC Limited to ensure strict compliance with all technical and environmental provisions contained in the agreement, especially in areas relating to cleaner energy practices and public health protection.
According to the group, priority should be given to reducing air pollution and environmental degradation in communities hosting oil and gas infrastructure.
It also called for improved utilisation of gas resources for industrial purposes in order to eliminate routine gas flaring and create economic value within the region.
The organisation expressed concern over the long-term environmental and health consequences of oil pollution in the Niger Delta, noting that issues such as infant mortality and other health complications remain part of the daily reality of many residents.
Economically, ULFA said successful completion of the refinery projects would diversify petroleum product supply, help reduce fuel prices, discourage monopolistic practices, create employment opportunities for young people, and stimulate broader economic growth in the region.
The group further stated that improved economic conditions and job creation could contribute to peace and stability across host communities.
ULFA also appealed to traditional rulers and community leaders in areas hosting the facilities to support the Chinese technical partners and ensure peaceful coexistence during project implementation.
According to the forum, the safety and cooperation of host communities are critical to the successful and timely completion of the refinery upgrade projects.
