Pentagon Confirms Navy Secretary John Phelan Is Leaving in Major Defence Shake-Up
The Pentagon has announced that U.S. Navy Secretary John Phelan is stepping down from his position, marking the latest high-profile departure within the U.S. defence leadership.

According to Pentagon spokesperson Sean Parnell, Phelan is “departing the administration, effective immediately,” with no official reason provided for his exit at the time of announcement.
His departure was confirmed on Wednesday and has triggered the appointment of Navy Undersecretary Hung Cao as Acting Secretary of the Navy.
Reports indicate that Phelan’s exit comes amid a broader reshuffle within the U.S. Department of Defence, where several senior military and civilian officials have either resigned or been removed in recent months.
Phelan, a businessman and political appointee, had served as Navy Secretary since March 2025, after being confirmed by the U.S. Senate. His tenure has been marked by internal restructuring efforts within the Navy and wider defence policy adjustments under the current administration.
While officials have not linked his departure to any specific incident, analysts say it adds to a growing pattern of instability within top Pentagon leadership positions.
The Pentagon has not yet disclosed whether Phelan’s exit was voluntary or part of a broader administrative decision, and further details are expected in the coming days.
