The White House is crafting a plan that could fundamentally alter how universities receive federal research grants by giving a competitive advantage to schools that align with the Trump administration’s core policy values. According to two White House officials, the new system would incentivize universities to pledge adherence to administration priorities on admissions, hiring, and other matters.

This initiative marks a strategic shift from the current approach of investigating and punishing individual institutions. Instead, it aims to bring large groups of colleges into compliance with Trump administration priorities all at once. Under the proposed framework, universities could be asked to affirm several key principles to improve their standing in grant competitions. The plan, still in development, would position adherence to these administration values as a decisive factor in the awarding of lucrative federal research grants, potentially reshaping university policies across the nation.
