Outgoing British Prime Minister Keir Starmer has reaffirmed the United Kingdom’s long-term commitment to Ukraine during his final official visit to Kyiv, declaring that Britain’s support for the war-torn country “will never waver” even after he leaves office. The visit marked the closing chapter of Starmer’s premiership and underscored the UK’s continued backing for Volodymyr Zelenskyy as Ukraine continues to defend itself against Russia’s invasion.

During a joint press conference with Zelenskyy, Starmer described the UK’s support as “cast-iron” and insisted that Britain’s commitment would endure beyond his tenure. He emphasized that Ukraine’s fight for sovereignty and territorial integrity remains closely linked to European security, adding that successive British governments would continue to stand alongside Kyiv.

As part of the visit, Starmer announced a €300 million (£255 million) British contribution, in partnership with Sweden, to help provide 16 Saab Gripen fighter jets for Ukraine. The package is intended to strengthen Ukraine’s air defence capabilities as Russia continues missile and drone attacks on Ukrainian cities. The initiative represents one of the largest military commitments announced during the final days of Starmer’s administration.

Starmer’s trip was his fourth visit to Ukraine since becoming prime minister and came just days before he is due to leave office. During talks, the two leaders reviewed the extensive military, financial and humanitarian assistance the UK has provided since Russia launched its full-scale invasion in February 2022. They also discussed strengthening defence cooperation and maintaining international pressure on Moscow.

In recognition of his support for Ukraine, President Zelenskyy presented Starmer with the Order of Freedom, Ukraine’s highest honour awarded to foreign citizens. The Ukrainian leader praised Starmer’s leadership in mobilising international support and thanked him for helping establish the Coalition of the Willing, a group of nations committed to supporting Ukraine’s defence and long-term security.

Starmer also sought to reassure Ukrainian officials that the UK’s policy would remain consistent after the transition of power in London. He said the partnerships, defence agreements and financial commitments put in place during his administration were designed to outlast any change in government and ensure sustained support for Ukraine.

The visit came as Ukraine continued to face intense Russian attacks and domestic political developments, including changes in the country’s defence leadership. Despite those challenges, Starmer said he believed Ukraine was now in its strongest position since the beginning of the full-scale invasion and expressed confidence that continued international support would help the country secure a lasting peace.

The United Kingdom has been one of Ukraine’s leading military and diplomatic supporters throughout the conflict, providing billions of pounds in military aid, training Ukrainian troops, imposing sanctions on Russia and coordinating assistance with NATO allies and European partners. Starmer’s farewell visit reinforced Britain’s position as one of Kyiv’s closest allies at a time when the conflict remains unresolved.
