GOV OKPEBHOLO VISITS UROMI, PLEDGES TO BRING KILLERS OF TRAVELLERS TO JUSTICE

The Edo State Governor, Senator Monday Okpebholo, has condemned the killing of travellers in Uromi, Esan North East Local Government Area, describing the incident as a barbaric act. In a statement, the Chief Press Secretary to the Edo State Governor, Fred Itua, said the governor received a sad report of the incident which occurred on Thursday, March 27, 2025, leading to unwarranted murder and arson allegedly committed by members of a local vigilante group. Initial reports indicate that the victims were travelling through the town from Port Harcourt, Rivers State, when they were intercepted on suspicion of being criminals by the vigilante members. Governor Okpebholo, who visited the town on Friday to assess the situation, expressed dismay over the heinous killings and condemned the actions of the vigilante members in the strongest terms. The governor said there was no excuse for the vigilante members to take the law into their hands without recourse to statutory law enforcement agencies. He directed the State Police Command and other security agencies to conduct a thorough and speedy investigation into the matter and bring those found culpable to justice. He also charged the community to work with security agencies to fish out the culprits. Fred Itua stated that Governor Okpebholo commended community leaders, especially the leadership of the Arewa community in the area, for de-escalating tensions and handling the situation with restraint. The governor promised justice for the victims and reiterated his administration’s commitment to ensuring the safety of all residents and visitors in the state. GOVERNOR OKPEBHOLO INAUGURATES GOVERNING COUNCILS FOR PERSONS WITH DISABILITIES, EDO UNIVERSITY, AND ASSEMBLY SERVICE COMMISSION

Edo State Governor, Senator Monday Okpebholo, has inaugurated governing councils for the Edo State Commission for Persons with Disabilities, Edo University, Iyamho, and the Edo State House of Assembly Service Commission. The inauguration ceremony took place at the new Festival Hall in Government House, Benin City, where Governor Okpebholo charged the newly appointed council members to carry out their duties efficiently and in accordance with the state’s laws. He emphasized the importance of their roles in driving development across the state. “We have carefully selected great minds to run the affairs of these institutions, believing they will bring the needed change required to develop Edo State,” the governor said. Addressing the Edo State Commission for Persons with Disabilities, led by Chairman Theophilus Egbodion, Governor Okpebholo assured them of his administration’s commitment to inclusivity. “There is no discrimination in this administration. Itua stated that while Governor Okpebholo acknowledges the right of other Governors in the South-South geopolitical zone to take a position, he dissociates himself from any statement that opposes the declaration of a State of Emergency in Rivers State by President Bola Ahmed Tinubu. “Bola Ahmed Tinubu, President of the Federal Republic of Nigeria and the Commander-In-Chief of the Armed Forces, understands the issues at stake,” Itua said. EDO STATE GOVERNOR COMPLETES REMEDIAL WORKS ON 55KM BENIN-IRUEKPEN FEDERAL ROAD

Edo State Governor, Senator Monday Okpebholo, has completed remedial works on the 55km Benin-Iruekpen federal road, making movement easier for motorists. The Governor undertook a tour of the expressway, expressing satisfaction with the specifications and job done by the contractor. The Chief Press Secretary to the Edo State Governor, Fred Itua, stated that the Governor acknowledged that federal roads are also used by Edo people, and as such, his administration will continue to collaborate with the federal government to fix the roads for the benefit of the people of the State. “You can see what my administration has done in terms of fixing federal roads in the State,” Governor Okpebholo said. “Initially, the road was not passable as several accidents were recorded on this road, both small and big vehicles, and lives were lost as well.” Governor Okpebholo emphasized that his administration is committed to improving the lives of Edo people. “I work because I love my people and want to give them the best,” he said. “I work because I have a working President who at every point in time asks me about Edo people.” Itua added that the Governor wants Edo people to know that their votes were worth it, and the only way to pay them back is to work for them and ensure their lives get better. The Governor also inspected other roads, including the Ekiuwa University of Benin road, Oba Erediuwa road, and Ekiuwa Uteh, Orior-Ozolua, new Uteh road Ekiuwa Quarters. Additionally, he inspected a massive drainage at Uteh Temboga constructed to channel flood around the area into the Ikpoba River. Itua stated that the Governor and his entourage also inspected a gully site at Temboga, which had claimed several houses, turning landlords into tenants. The site engineer, Obuh Ugochukwu, said the job of reclaiming land already taken by gully erosion is a difficult one, but the Okpebholo administration has addressed it. Fred Itua noted that the contractor, Engr. Mohld Bajuwa, said work started at Obadan junction, which was experiencing lots of gridlock. “The road is of good quality and will stand the test of time, and with His Excellency’s supervision, we have delivered a quality job on time as well,” Bajuwa said. For years, criminal elements have terrorized communities, disrupted businesses, and put lives at risk. The inefficiency of past administrations allowed insecurity to fester, exemplified by incidents such as the kidnapping of Anthony Aziegbemi, chairman of the opposition Peoples Democratic Party (PDP), while the PDP was in power. This highlighted the failure of past security measures and underscored that insecurity did not start today. Since assuming office, Governor Monday Okpebholo has demonstrated an unwavering commitment to tackling crime head-on. Through a well-coordinated security strategy, his administration has empowered law enforcement agencies, revitalized community-based security networks, and upgraded infrastructure to enhance public safety. His approach is strategic, pragmatic, and people-focused, combining intelligence-driven policing, community engagement, and infrastructural investment to make Edo safer for residents, investors, and visitors alike. One of the key pillars of Governor Okpebholo’s security strategy is strengthening Edo State’s security architecture. His administration has prioritized equipping law enforcement agencies with the necessary tools to combat crime effectively. The Edo State Police Command, in collaboration with the Department of State Services (DSS) and the Nigerian Army, has equally stepped up efforts to neutralize criminal networks. Notable successes include the dismantling of a major kidnapping ring operating in Orhionmwon and Uhunmwonde local government areas, which led to multiple arrests and the recovery of sophisticated weapons. Similarly, recent raids on cult hideouts in Benin City, Ekpoma, and Auchi resulted in over 50 suspected cultists being apprehended, significantly reducing inter-cult clashes and violent reprisals. Recognizing the persistent challenge of cult-related violence in Edo State, Governor Okpebholo has implemented a zero-tolerance policy on cultism. In the past, cult clashes led to loss of lives and destruction of property, but security operatives now have clear directives to arrest and prosecute those involved in cult-related violence. Beyond enforcement, the administration has engaged youth organizations, religious leaders, and community elders in peace-building efforts to rehabilitate and reintegrate misguided youths into society. The government has also taken decisive action against illegal land-grabbing, particularly in Ikpoba-Okha, Oredo, and Egor local government areas. Criminal cartels that previously extorted landowners are being dismantled, restoring confidence in Edo’s property sector and protecting rightful landowners from exploitation. Governor Okpebholo understands that security cannot be sustained through policing alone. His administration has actively involved traditional rulers, local vigilante groups, and town unions in crime prevention. The Edo State Security Corps has played a crucial role in intelligence gathering and rapid response, particularly in rural areas. Their collaboration with law enforcement agencies has led to increased arrests and a drastic reduction in rural crime rates. Beyond law enforcement, the government recognizes that economic empowerment is a vital tool in crime prevention. Unemployment remains a major driver of criminal activity, and the administration is addressing this by attracting investments and implementing youth empowerment programs. By focusing on industrialization, agribusiness, and entrepreneurship, the government is reducing the number of idle youths vulnerable to criminal recruitment. Additionally, vocational training and education initiatives are equipping young people with skills that provide them with legitimate sources of income. While the government has shown commendable leadership in tackling insecurity, lasting success requires collective responsibility. Security is not just the duty of the police or the government—it is a shared commitment that involves every citizen, traditional ruler, religious leader, and community member. For Edo to achieve sustainable security, community members must actively report suspicious activities and resist shielding criminals under the guise of “protecting our own.” Traditional rulers and local chiefs must work closely with security agencies to maintain peace within their domains. The judiciary must ensure that criminal cases are handled swiftly and fairly to deter potential offenders. Religious organizations and civil society groups should intensify awareness campaigns promoting non-violence, youth empowerment, and the dangers of criminal activities. The private sector can also support security initiatives by investing in community policing, surveillance systems, and social interventions. Governor Monday Okpebholo’s determined fight against crime is yielding measurable results. His administration’s strategic initiatives—ranging from strengthening security task forces and cracking down on kidnappers and cultists to investing in job creation and infrastructure—are laying the foundation for a safer and more prosperous Edo State. However, the fight against crime is not for the government alone. Every Edo resident has a role to play in sustaining the progress made. EDO STATE GOVERNOR, OKPEBHOLO, TO PROBE OBASEKI OVER $10M SPENT ON OBSERVER NEWSPAPER

Edo State Governor, Senator Monday Okpebholo, has hinted at plans to probe the reported sinking of $10 million in the State-owned newspaper, The Nigerian Observer, by the immediate-past governor of the State, Godwin Obaseki. Chief Press Secretary to the Edo State Governor, Fred Itua, in a statement, disclosed that Governor Okpebholo made this known when he led top officials of his administration on an unscheduled visit to the premises of the Observer titles to inspect facilities on ground. Itua stated that the Governor and his entourage were shocked as they could not gain access to the buildings where all the machines purportedly bought by the previous administration were kept. Fred Itua noted that Obaseki’s Special Adviser on Media Projects, Crusoe Osagie, as well as the Publicity Secretary, Edo PDP Caretaker Committee and former Commissioner for Communication and Orientation, Chris Osa Nehikhare, were the foot soldiers used by Obaseki on the project. Itua stated that the once vibrant newspaper organization was closed by Obaseki for the purpose of revamping it and ensuring it competes favourably with other national dailies, but instead of delivering on his administration’s promise to Edo people, the media house has been worse off. Fred Itua quoted the Governor as saying: “I was in the premises of The Observer Newspaper company to see for myself the money claimed to have been spent by the former governor, Godwin Obaseki, on revamping the State-owned media outfit.” Fred Itua further stated that the Governor promised to revisit the premises again to inspect the buildings and see for himself the machines Obaseki claimed to have bought with taxpayers’ money. Itua noted that the Governor said: “Edo people need to ask what happened to their money spent in revamping The Observer Newspaper. I am here as their governor to provide them with the answers. Hence, the visit to the organization became necessary.”

EDO GUBER DISPUTE: PARTIES ADOPT WRITTEN ADDRESSES, AWAIT CRUCIAL JUDICIAL VERDICT

By Ehichioya Ezomon  As the three-man Election Petitions Tribunal (EPT) reserved judgment in the petitions against the declaration of Senator Monday Okpebholo of the All Progressives Congress (APC) as winner of the September 21, 2024, governorship election in Edo State, we’re reminded, as per Muhammad JSC, in Olonade vs Sowemimo (2014) LPELR-22914(SC), 27 – in explaining the meaning of the standard of proof in civil cases, (and) the balance of probabilities – that:“The court decides which side’s evidence is heavier, not by the number of witnesses called by either party or on the basis of the one being oral and the other being documentary, but by the quality or probative value of the evidence be it oral and/or documentary.”Were the parties to the electoral dispute, especially the Peoples Democratic Party (PDP), whose candidate, Dr Asue Ighodalo, came second at the poll, able to meet the Supreme Court benchmark referenced by Justice Muhammad? The people of Edo State and Nigerians in general wait anxiously and expectantly for the tribunal to answer that poser in its crucial judicial pronouncement. While Dr Ighodalo and the PDP are the 1st and 2nd Petitioners, accordingly; the Independent National Electoral Commission (INEC), Governor Okpebholo and the APC are the 1st, 2nd and 3rd Respondents, respectively, with the disputants representated by many election petition-tested Senior Advocates of Nigeria (SANs) and junior legal practitioners. On Monday, March 3, 2025, Justices Wilfred Kpochi (Chairman), A.B. Yusuf and A.A. Adewole, presided over the tribunal’s concluding proceeding for adoption of the final written addresses by parties to the dispute, which centres on the petition marked, EPT/ED/GOV/02/2024, filed by Ighodalo and the PDP. The tribunal, which sits at the National Judicial Institute (NJI), Federal Capital Territory (FCT), Abuja, granted the Respondents 15 minutes each to defend their final written addresses, while the Petitioners were given 30 minutes to argue their case “in what became a heated legal battle.” Thereafter, the tribunal reserved judgment to a future date to be communicated to the Petitioners and Respondents. The following quotes summarise the presentations of counsel for the Respondents and Petitioners, and how the tribunal arrived at the adoption of the final written addresses: • Chief Kanu Agabi (SAN), INEC’s Counsel:“The petitioners are asking to be declared winners despite simultaneously arguing that the election was invalid — two conflicting positions… Your Lordships cannot declare the petitioners as winners of the election on the grounds of their arguments that it is invalid… “Your Lordships cannot annul the election because that is not a relief that they (petitioners) sought. “The case of the petitioners was founded on analyses undertaken by consultants… The petitioners have not pleaded alternative results on the basis of which they can be declared the winners… The petitioners have not tendered the results they challenged… The ground of non-compliance raised by petitioners is not accompanied by consequential reliefs. “The number of polling unit agents (five) the petitioners called as witnesses represented a negligible number of the polling units (765) the petitioners challenged from the entire polling units (4,519) in Edo State… The polling unit agents all signed the result sheets, a clear sign that the election was organised in accordance with the law… The witnesses did not distinguish between what they heard and what they saw… They failed to prove over-voting. “The petition is incompetent, as it does not seek the annulment of the entire election. The grounds (for the petition) are inconsistent with one another and inconsistent with themselves. It renders them defective. On the basis of these, I urge My Lordships to dismiss the petition.”  • Dr Onyechi Ikpeazu (SAN), Governor Okpebholo’s Counsel:“The Supreme Court has ruled that proving over-voting requires the Bimodal Verification Authentication System (BVAS) machines. Since the petitioners failed to present BVAS data, their claim of over-voting was unsubstantiated… The petitioners had not provided crucial evidence such as Form EC25D, which records ballot paper serial numbers… Instead, they relied on Form EC25B, which merely documents the quantity of election materials received and returned. “The petitioners tendered sensitive material exhibits with missing parts, contrary to the serial numbers they carry for identification, and tendering BVAS machines without opening any of them to prove their allegation of over-voting… Even with the polling unit records presented by the petitioners, Okpebholo still has a clear lead… This petition is a mere academic exercise. It is frivolous, baseless, unwarranted, irritating, and lacking in merit. I urge My Lords to dismiss it.” • Chief Emmanuel Ukala (SAN), APC’s Counsel:“As per Supreme Court rulings, proving non-compliance requires detailed evidence from polling unit to polling unit, ward to ward, and local government to local government… The petitioners simply dumped documents on the tribunal, instead of proving them, after calling only five polling unit agents out of over 4,000 polling units in Edo State, and calling no single presiding officer for their hearsay evidence… (Citing Ucha vs Elechi and Baba vs INEC, as the position of the law in spite of Section 137 of the Electoral Act, Ukala said)… It is clear that the case of the petitioners was not proven. I urge My Lordships to dismiss the petition.” • Mr Ken Mozia (SAN), PDP/Ighodalo’s Counsel:“Of the 4,519 polling units in Edo State, irregularities were identified in 765 — enough to invalidate the election results… The PDP, in its petition, only challenged 765 polling units with complaints of multiple incidents of over-voting, non-serialisation of ballots, and incorrect computation of results, which altered the victory of Dr. Asue Ighodalo. “The 2nd respondent (INEC) failed to tender any alternative result sheet nor plead any alternative forms EC25B to challenge or contradict PDP’s CTC documentary evidence of rigging across the disputed 765 polling units in the State… All the documents we tendered were duly certified by INEC, and they were admitted without objection by the maker (INEC). “The Supreme Court decisions in Uzodinma vs Ihedioha; Kennedy vs INEC; Johnson vs INEC; and Lawal vs Matawalle, etc., established that there must be prior recording of sensitive election materials in forms EC25B, which INEC failed to comply with in some polling units.

EDO STATE GOVERNMENT DISMISSES CLAIMS OF INSECURITY AS “EXAGGERATED AND MISLEADING”

The Edo State Government has dismissed recent claims that the state is “under siege” and that “lawlessness is now the order of the day” as exaggerated and misleading. In a statement, the government emphasized its commitment to ensuring the safety of all residents and highlighted the decisive steps taken to enhance security across the state. Chief Press Secretary to the Edo State Governor, Fred Itua, explained that the administration of Governor Monday Okpebholo has reorganized the Edo Security Network, improved collaboration with law enforcement agencies, and increased investment in modern security infrastructure. “These measures are already yielding positive results, as security personnel are better equipped to tackle emerging threats and ensure peace in Edo communities,” Itua said. Itua also noted that concerns about market disruptions and illegal revenue collection are being addressed through structural reforms in the transport and revenue sectors. “Unlike previous administrations that tolerated extortion and intimidation of traders, this government is actively working to eliminate multiple taxation and illegal toll collection,” he added. The government has also engaged Atalakpa Recovery Concept Ltd as an enforcement compliance consultant to ensure proper enforcement and transparent revenue collection. EDO STATE GOVERNOR APPROVES N1 BILLION SOFT LOAN FOR MARKET WOMEN ON INTERNATIONAL WOMEN’S DAY

In a statement, the Chief Press Secretary to the Edo State Governor, Fred Itua, said Governor Okpebholo commended Edo women for their steadfastness, dedication, and commitment to moving the state forward. The governor stated that his administration has approved the N1 billion soft loan to improve the businesses of market women and boost the economy. Governor Okpebholo said, “Since I assumed office as Governor of Edo State, this is the first event that has been very colourful. We can actually do nothing as men without the women, and that was why when a memo came before me on soft loan approval, I quickly approved N1 billion for our market women.” He added that the process is ongoing, and the relevant financial institution is being consulted for disbursement. Coordinator of the Office of the First Lady, Edo State, Edesili Anani Okpebholo, urged Edo women to speak out and add value to their careers, communities, and life endeavors.
