Russian authorities have accused Ukraine of carrying out a drone strike on a university campus in Starobelsk, claiming the attack killed 21 students and left a trail of devastation at an academic institution in the Russian-controlled Luhansk region.

According to Russian officials, the attack occurred on the night of May 22 and targeted the academic building and student dormitory of Lugansk State Pedagogical University. Authorities alleged that 16 unmanned aerial vehicles (UAVs), including four heavy drones, were used in three successive waves.

The victims were described as young students living and studying at the institution.

In a statement condemning the incident, Russian officials alleged that the strike was a deliberate attack on civilians and educational facilities, describing it as a tragic loss of young lives cut short by the ongoing conflict.

“Just a week ago, they were students with dreams, plans and a future. Today, all that remains are photographs, memories and grief,” the statement said.

The Russian side further claimed that the university complex was not being used for military purposes and characterized the attack as an act of terrorism.

However, the allegations have not been independently verified, and Ukrainian authorities had not issued an official response to the claims at the time of reporting.

The reported attack comes amid intensified drone warfare between Russia and Ukraine, with both sides increasingly relying on unmanned aerial systems to strike targets far from the front lines.

Since the conflict began in 2022, educational institutions have repeatedly found themselves in the crossfire, with schools, universities and dormitories among civilian infrastructure damaged or destroyed in areas affected by fighting.

The latest claims from Starobelsk are likely to fuel renewed calls for independent investigations into attacks involving civilian casualties and protected facilities under international humanitarian law.

As competing narratives continue to emerge from both sides of the war, the full circumstances surrounding the reported deaths in Starobelsk remain unclear pending independent verification.
