DEFENCE MINISTER HOLDS OPERATIONAL BRIEF WITH SERVICE CHIEFS TO ADDRESS NATIONAL SECURITY

The Honourable Minister of Defence, Muhammad Badaru Abubakar, held an operational briefing with the Chief of Defence Staff and Service Chiefs at the Ministry of Defence in Abuja on Tuesday, April 15, 2025. The meeting aimed to provide a comprehensive appraisal of the prevailing security landscape across Nigeria. Director Information and Public Relations, Sani Datti, in a statement, said the briefing focused on operational engagements, challenges, and strategic efforts of the Armed Forces in combating insecurity and restoring peace to troubled regions. The Minister was briefed on the current security situation in the North East, Plateau State, North West, North Central, and South East regions. The security situation in Borno and Plateau states was extensively discussed, with viable strategies developed to counter them and restore normalcy. Sani Datti further quoted the Minister as stressing his commitment to working collaboratively with the Armed Forces to evolve effective strategies for national security. “We are determined to support our gallant troops with the necessary tools and policies needed to win the fight against insecurity and ensure that every Nigerian lives in safety and dignity,” the Minister said. Sani Datti added that the briefing gave the Minister a clearer picture of operational realities on the ground. The Minister emphasized the need for a proactive, intelligence-driven, and community-engaged approach to national defence, reaffirming the President’s unwavering support for the Armed Forces. Sani Datti noted that the briefing allowed the Armed Forces to outline their efforts and strategies for protecting lives and property, as mandated by the Constitution.

NIGERIA, PAKISTAN STRENGTHEN DEFENCE TIES WITH NEW PARTNERSHIP

The Nigerian Minister of Defence, Mohammed Badaru Abubakar, has called for enhanced defence industry collaboration between Nigeria and Pakistan, citing Pakistan’s cost-effective counter-terrorism strategies as a model worth emulating. During a meeting with a high-level Pakistani delegation led by General Shahir Shamsad in Abuja, Badaru emphasized the historical cooperation between the two nations, anchored on mutual respect, shared challenges, and aligned strategic interests. “The history of cooperation between Nigeria and Pakistan provides a solid foundation for expanding collaboration in the defence sector,” Badaru stated, highlighting the potential for joint efforts to enhance military capabilities, promote mutual understanding, and deepen trust. Badaru praised Pakistan’s effective use of local technology and affordable drones in addressing terrorism and Improvised Explosive Devices (IEDs), saying, “We must engage and elevate our relationship. I advocate for partnerships without strings or coercion.” He expressed Nigeria’s commitment to strengthening its defence capabilities through strategic collaboration with Pakistan’s Armed Forces. General Shahir Shamsad, in turn, commended Nigeria’s Defence Industries Corporation (DICON) for its strides in local military equipment production, recognizing Nigeria’s significance in Africa and its geo-strategic importance to Pakistan. “Deeper cooperation would yield mutual benefits for both nations,” he emphasized. The two nations plan to focus on critical areas, including drone technology and advancements within DICON, aiming to boost local manufacturing capacity and innovation in military hardware. This visit marks a new chapter in Nigeria-Pakistan defence relations, positioning both countries to leverage their strengths in pursuit of enhanced security and technological progress.

NIGERIA, EU TO STRENGTHEN DEFENSE AND SECURITY TIES

Nigeria and the European Union have expressed interest in elevating their defense and security collaboration to combat terrorism and banditry. Honourable Minister of Defence, Mohammed Badaru Abubakar, emphasized the need for deeper security and defense cooperation between Nigeria and the EU. Director, Information and Public Relations, Sani Datti, disclosed in a statement that Badaru made the call when Mr. Casmin Dirban, Director Peace Partnership and Crisis Management Department of the European External Action Service in Brussels, paid him a courtesy visit in Abuja. Sani Datti said Badaru highlighted the importance of working together to address security challenges. The meeting discussed improving cooperation on security matters, with Badaru calling for a deliberate effort to explore more areas of collaboration with Nigeria on defense and security issues. “We need to work deeply on our security and defense collaboration and relationship,” Badaru emphasized. Sani Datti further stated that Mr. Casmin Dirban, accompanied by European Union Ambassador to Nigeria and ECOWAS, Ambassador Gautier Mignot, noted the existing bilateral cooperation between Nigeria and the EU and expressed a desire for stronger relations. This development aligns with the Chief of Defence Staff’s recent call for collaboration among security agencies to enhance national security and development in Nigeria.

NIGERIA AND GERMANY DEEPEN MILITARY TIES THROUGH UPDATED DEFENSE PACT

Abuja witnessed the strengthening of bilateral defense relations as Nigeria and Germany signed a renewed Memorandum of Understanding on Friday, March 28, 2025. The signing ceremony at Ship House marked the continuation of a 12-year defense partnership that undergoes quadrennial review between the two nations. Ambassador Gabriel Tanimu Aduda, Permanent Secretary of Nigeria’s Ministry of Defence, characterized the agreement as a vital framework for mutual security cooperation during his address. “This renewed pact exemplifies our nations’ shared commitment to advancing defense capabilities while pursuing common security objectives,” Aduda stated. The senior defense official outlined Nigeria’s implementation strategy, emphasizing rigorous oversight mechanisms. “We will enforce strict compliance with timelines while ensuring transparent procurement processes that deliver optimal value,” Aduda assured attendees. The Permanent Secretary further highlighted the agreement’s role in facilitating technical exchanges and capacity-building initiatives. Germany’s Defense Attaché Colonel Boris Bovekemp echoed these sentiments, noting the agreement’s significance in contemporary security landscapes. “Our enduring military partnership with Nigeria continues to evolve, addressing current defense challenges through structured cooperation,” Bovekemp remarked. The German officer specifically cited counterterrorism and personnel training as key focus areas under the renewed terms. Aduda later stressed the symbolic importance of the ceremony, describing it as “a testament to the growing strategic alignment between our defense establishments.” The Permanent Secretary confirmed Nigeria’s intention to fully leverage the agreement’s provisions for enhanced national security. This latest iteration of the Nigeria-Germany defense pact introduces updated provisions for joint training programs, technical assistance, and security technology transfer. The agreement maintains its traditional focus on fostering military professionalism while incorporating new measures for cybersecurity collaboration.

NIGERIA, BANGLADESH TO COLLABORATE ON AGRICULTURE, DEFENCE COOPERATION

The Honourable Minister of Defence, H.E. Mohammed Badaru Abubakar CON, mni, has announced that Nigeria will share experiences with Bangladesh in defence, agriculture, and military cooperation. This bilateral cooperation aims to integrate military personnel into non-combat sectors like agriculture, construction, and infrastructure development. In a statement, the Honourable Minister of Defence, H.E. Mohammed Badaru Abubakar, emphasized that this cooperation will ensure military personnel remain engaged during peacetime, contributing to their personal economic prosperity and the nation’s development. Badaru further stated that the benefits of this military cooperation will lead to productive activities for military personnel to foster their skills and community development. The High Commissioner of Bangladesh, H.E. Mansur Rahman, expressed his support for the idea, highlighting the importance of military involvement in civilian sectors for sustainable development and economic stability. Rahman noted that defence cooperation can substantially develop Nigeria’s blue economy. The Ministry of Defence’s dedication to innovative strategies promoting military personnel welfare and Nigeria’s prosperity is underscored by this cooperation. The discussion took place during a courtesy visit by H.E. Mansur Rahman at Ship House, Abuja, highlighting the potential for cooperation between the two countries. MINISTER OF STATE FOR DEFENCE SEEKS INCREASED COLLABORATION AND FUNDING TO COMBAT BANDITRY

The Minister of State for Defence, Dr Bello Matawalle, has appealed for increased collaboration and funding for the defence sector to effectively combat banditry and other forms of criminality across the nation. Matawalle made the appeal during the presentation of the 2025 Budget Proposal for the Ministry of Defence to the Senate and House of Representatives Committees on Defence in Abuja. According to Matawalle, the current budget is insufficient to address the modern security challenges faced by the nation. “With the right equipment, we can significantly resolve the battle against banditry,” he said. The minister noted that the Ministry of Defence is tasked with providing essential equipment to various regions, but this goal remains unfulfilled due to budget constraints. In 2024, the ministry was only able to procure some Armoured Personnel Carriers (APCs), but Matawalle emphasized that more APCs are needed to tackle insecurity swiftly. He expressed confidence that the legislative bodies would consider increasing the budget allocation for the ministry, which would enable the provision of necessary equipment to areas experiencing fresh attacks and facilitate decisive action against banditry. Matawalle extended his gratitude to the leadership of the committees for their continued support, emphasizing that their cooperation has significantly contributed to the ministry’s progress. In response, the leadership of the committees assured Matawalle of sustained collaboration to ensure the successful realization of the president’s Renewed Hope Agenda on security.
