PANDEF URGES TINUBU, NATIONAL ASSEMBLY TO RESTORE DEMOCRATIC GOVERNANCE IN RIVERS STATE

The Pan Niger Delta Forum (PANDEF) has congratulated Nigerians on 26 years of uninterrupted democratic journey, while urging President Bola Tinubu and the National Assembly to restore democratic governance in Rivers State. In a statement signed by its National Chairman, Ambassador Godknows Igali, PANDEF expressed deep concern over the prolonged political crisis in Rivers State, which has created an environment of instability and uncertainty affecting everyday citizens. PANDEF commended President Tinubu for granting a state pardon to Ken Saro-Wiwa and the Ogoni Nine, describing it as a significant step toward national reconciliation. The group noted that while successive administrations have made strides toward delivering socio-economic dividends of democracy, the journey remains challenging, particularly for ordinary Nigerians facing issues like food insecurity, poor healthcare, inadequate education, and environmental degradation in the Niger Delta. The group’s statement highlighted the contradiction between the noble ideals of June 12 and the current situation in Rivers State, which it described as “creeping authoritarianism.” “The people of Rivers State and the wider Niger Delta are being subjected to the erosion of democratic institutions and principles of good governance. This portends grave implications for our collective democratic achievements as a country,” Igali said. PANDEF called on President Tinubu and the National Assembly, led by Senator Godswill Akpabio, to intervene swiftly to restore democratic governance in Rivers State. “The prolonged political crisis in the state has created instability that directly impacts the well-being of everyday citizens,” Igali stressed. The group also appealed to all principal political actors and their supporters in Rivers State to “lay down their arms” and embrace peace, citing Ecclesiastes 3:8, “There is a time to hate and a time to love, a time for war and a time for peace. The time for love and peace has come, in solemn honor of the memories of the heroes and martyrs of June 12.” PANDEF reaffirmed its commitment to championing accountable, people-driven governance in Rivers State and supporting efforts to realize the foundational ideals of Nigeria’s democracy.

PANDEF COMMENDS SOUTH-SOUTH GOVERNORS FOR LEADERSHIP AND PERFORMANCE

The Pan-Niger Delta Forum (PANDEF) has commended the Governors of the South-South region for their leadership and commendable performance in governance. In a statement, National Chairman, Ambassador Dr Godknows Boladei Igali, OON, saluted the Governors for their unwavering commitment to infrastructural development, including major road constructions, bridge expansions, urban renewal projects, agricultural development, and the initiation of port facilities. Ambassador Igali specifically praised Governor Umo Eno of Akwa Ibom State, Governor Prince Bassey Otu of Cross River State, Governor Sheriff Oborevwori of Delta State, and Governor Similayi Fubara of Rivers State, for their efforts in enhancing connectivity between the people, fostering regional integration, and laying a solid foundation for sustained economic growth. Igali also noted that the Governors have demonstrated a strong commitment to social welfare policies, particularly in the areas of healthcare, education, and the well-being of civil servants. He said, “If this trajectory is maintained over the coming years, the region is poised to set national benchmarks and serve as a guiding model for other parts of the country.” However, Igali reminded the Governors that there is more to be done and urged them to remain optimistic about the region’s growth and development. He said, “With our eyes on the ball, we should remain optimistic that the South-South region will continue on this path of growth and emerge as a beacon of hope, progress, and development in Nigeria as a whole.” Igali also called on the people, especially the vibrant citizens, respected monarchs, elders, and community leaders, to offer their full support and cooperation to the Governors. Despite acknowledging the various challenges that persist, including the ongoing political crisis in Rivers State, Igali reaffirmed PANDEF’s commitment to peace, stability, and progress in the entire Niger Delta.

PANDEF COMMENDS HOUSE OF REPRESENTATIVES FOR OVERSIGHT COMMITTEE ON RIVERS STATE EMERGENCY

The Pan Niger Delta Forum (PANDEF) has commended the House of Representatives for constituting and inaugurating the Adhoc Committee to provide oversight on the current State of Emergency in Rivers State. In a statement, National Chairman of PANDEF, Ambassador Godknows B. Igali, expressed profound appreciation to the leadership of the 10th House of Representatives, particularly Honourable Speaker Rt. Hon. Tajudeen Abbas, for the courage and foresight in setting up the committee. Igali said the decision to offer impartial and dispassionate oversight in Rivers State has been resoundingly applauded by patriotic Nigerians across the country. “It is especially heartening that the Chairmanship of the Committee was entrusted to Professor Julius Ihonvbere—a globally respected scholar, accomplished public servant, and principled politician whose integrity and character are widely acknowledged,” Igali added. PANDEF has consistently opposed the declaration of a state of emergency in Rivers State, which it believes does not align with the constitutional criteria for such a measure. Igali emphasized that the appointment of the Administrator is not only a constitutional aberration but also a serious dent on Nigeria’s democratic image and its standing within the international community. Igali is calling on the Adhoc Committee to seize the opportunity to etch their names in gold by providing effective oversight of the Administrator’s actions and reversing some of the unlawful measures he has undertaken since assuming office. “The Administrator’s pattern of governance has included the appointment of Sole Administrators for Local Government Councils, heads of government agencies, and more recently, ministries due process and democratic norms,” Igali noted. The PANDEF National Chairman urged the Committee to actively facilitate a political resolution in Rivers State, pursued with urgency, diligence, and an unwavering sense of neutrality. “The restoration of democracy in the state, most importantly through the reinstatement of its duly elected governor, is a mission of national importance – one that must be accomplished without delay,” Igali stressed.

PANDEF PRESIDENT IGALI URGES ADM. IBAS TO RESTORE DEMOCRATIC INSTITUTIONS IN RIVERS STATE

National President of the Pan-Niger Delta Forum (PANDEF), Godknows Boladei Igali, has written an open letter to Adm. Ibok-Ete Ibas, the Administrator of Rivers State, expressing deep concerns over the dismantling of democratic institutions in the state. In the letter dated April 3, 2025, Igali questioned the legality of Ibas’s actions, citing the declaration of a state of emergency and the subsequent suspension of democratic institutions. National President Godknows Igali expressed regret over not congratulating Ibas on his appointment, citing the unusual circumstances surrounding the declaration of a state of emergency in Rivers State. “I still cannot come to terms that a state of emergency was declared in Rivers State just one week after our most revered leaders had audience with Mr. President on 11th March 2025,” Igali said. Igali, a seasoned politician and bureaucrat, noted that he has worked closely with several former Presidents and is familiar with the democratic structure of the country. He cited the example of President Goodluck Jonathan’s administration, where the then Attorney General of the Federation, Mr. Mohammed Adoke, SAN, advised against dismantling democratic institutions during a state of emergency. The former Diplomat expressed disappointment over Ibas’s actions, which he believes are undermining the democratic institutions in Rivers State. “Your presence in Rivers State is an embarrassing aberration to all men of goodwill and good conscience,” Igali said. He urged Ibas to focus on his role as a sole administrator, which is to ensure peace, stability, and day-to-day administration of the state. Igali’s concerns were centered around the removal of the elected Governor’s photographs from government offices, the suspension of boards of statutory institutions, and the perceived overreach of powers by Ibas’s administration. He cautioned Ibas to be mindful of his actions and to adhere to acceptable standards of decency. In his letter, Igali urged Ibas to undo some of his actions and to work towards restoring peace and stability in Rivers State. “May the good Lord use you as a dispassionate instrument of peace, and may you have the courage to undo some of your actions that have so far proven to be over the bar,” Igali said.

PANDEF CONDEMNS PRESIDENT TINUBU’S DECLARATION OF STATE OF EMERGENCY IN RIVERS STATE

The Pan Niger Delta Forum (PANDEF) has strongly condemned President Bola Ahmed Tinubu’s declaration of a state of emergency in Rivers State, describing it as a stab in the back to the Niger Delta people. In a communiqué issued at the end of an emergency meeting held in Abuja on Wednesday, March 19, 2025, the Board of Trustees and expanded National Executive Committee of PANDEF expressed shock and disappointment over the President’s action. In a statement, the Co-Chairman of the Board of Trustees, HRM Alfred Diete-Spiff, and His Excellency, Obong (Arc.) Victor Attah, noted that the President’s action occurred barely one week after receiving a high-level South-South delegation of top traditional rulers, former governors, former service chiefs, former ministers, and former senators. “The said actions taken by the President have sadly occurred barely one week after he received a high-level South-South delegation… and encouraged them to continue with the reconciliation activities and report progress back to him,” the statement read. PANDEF expressed frustration over the non-cooperative attitude of the Minister of the Federal Capital Territory, Chief Nyesom Wike, and the House of Assembly, which rebuffed all efforts by the Governor to present the 2025 budget in line with the Supreme Court judgment and Presidential directives. The group questioned why the President declared a state of emergency, suspending the Governor, Deputy Governor, and House of Assembly, when the Court of Appeal had reserved its ruling on the fate of the 27 members of the House of Assembly. The group called on the National Assembly to reject the President’s action, describing it as an onslaught on democratic governance. “PANDEF as a respectable body of very senior and eminent citizens of this country representing the interest of the people of the South-South will continue to sue for peace and work with all sides and the Federal Government towards its attainment in Rivers State and the entire South-South zone,” the statement read. Diete-Spiff, Attah, Amb. (Dr.) Godknows B. Igali, and Chief (Sir) Obiuwevbi Ominimini signed the communiqué.

PANDEF CONDEMNS STATE OF EMERGENCY IN RIVERS STATE

In a statement, the group described the crisis leading to the declaration as “ordinarily avoidable.” National Spokesman, Chief Dr. Obiuwevbi Christopher Ominimini, stated that PANDEF is currently studying the situation and will soon release its official position. Dr. Ominimini emphasized the need for careful consideration before reacting to the development. “We are therefore studying the situation and we shall soon come up with PANDEF’s position,” Dr. Ominimini said. PANDEF’s reaction is expected to shed more light on the group’s stance on the state of emergency declared by President Bola Tinubu. Dr. Ominimini’s statement has set the tone for PANDEF’s forthcoming position on the matter.

PRESIDENT TINUBU CALLS FOR ADHERENCE TO RULE OF LAW TO RESTORE PEACE IN RIVERS STATE

President Bola Tinubu emphasized the critical need for adherence to the rule of law in Rivers State to ensure lasting peace and prosperity, during a meeting with representatives and leaders of the Niger Delta under the Pan-Niger Delta Forum (PANDEF) on Tuesday in Abuja. Special Adviser to the President (Information & Strategy), Bayo Onanuga, said in a statement that President Tinubu reiterated that respect for the judiciary is crucial in upholding democracy and fostering harmony. The President advised the leaders to be more broadminded, selfless, and focused on the larger vision of salvaging the region, politically and economically, by insisting that the judiciary’s interpretations of the Constitution be respected. “I am here by the grace of God, appreciating your support, prayers, and concern. I cannot complain. I campaigned for this position and begged for the job. I must do it with all my heart, whatever it takes,” President Tinubu said. He noted that stakeholders must make sacrifices for the state to move forward by recognizing the Constitution. “This is a nation governed by the rule of law. I should not be here as President without a rule of law. I have total confidence in our judiciary. We have expectations. Human beings can make errors. But once the court has spoken, that is it.” President Tinubu told the delegation that his priority remains community development, particularly projects and programs that positively impact citizens. “Go back home and take charge of peace. If you need me, let me know. I have given the situation enough time and enough consideration. We cannot fall back, and we will not. The people of Rivers State will not suffer because of democracy.” Onanuga added that President Tinubu commended the leadership of the Niger Delta, saying, “I have seen what you have tolerated in the region. Community development is very close to my heart. The leader of the Niger Delta Development Commission (NDDC), Dr. Samuel Ogbuku, is doing a great job and should be encouraged to do more.” King Alfred Papapreye Diete-Spiff, Amanyanabo of Twon-Brass Kingdom and Co-Chairman of the PANDEF Board of Trustees, thanked President Tinubu for his commitment to South-South well-being and appointments given to Niger Delta indigenes. Obong Victor Attah, former governor of Akwa Ibom State and co-chair of the PANDEF Board of Trustees, called for further intervention in the Rivers State crises. Onanuga stated that the PANDEF delegation included former governors, legislators, ministers, traditional leaders, religious figures, and youth and women groups. Bayo Onanuga noted that President Tinubu thanked the delegation for acknowledging the efforts to stimulate the economy for more sustainable and predictable growth.

PANDEF DEMANDS SUPREME COURT RECONSIDER RIVERS STATE FAAC ALLOCATION DECISION

The Pan Niger Delta Forum (PANDEF) has expressed profound worry and dismay over the recent Supreme Court decision to halt the disbursement of funds from the Federation Account Allocation Committee (FAAC) to Rivers State. In a statement, PANDEF National Publicity Secretary, Chief Obiuwevbi Ominimini, described the decision as a “judicial restraint” that will primarily affect innocent citizens of Rivers State, who rely on these funds for economic, social growth, and infrastructural development. Chief Obiuwevbi Ominimini stated that Rivers State, as a pivotal contributor to Nigeria’s oil and gas sector, should not be subjected to fiscal strangulation due to a political discord that remains eminently resolvable. “To deprive the state of its rightful allocations is to impose unwarranted hardship on a people who have consistently contributed to national sustenance,” he said. PANDEF remains committed to fostering reconciliation, conflict resolution, and social cohesion across the Niger Delta. Chief Ominimini drew parallels with the withdrawal of local government funds to Lagos State during Asiwaju Bola Tinubu’s administration as governor, which was widely condemned by Nigerians and the international community. He expressed shock and dismay at the repetition of such an event in the 21st century, urging the Supreme Court to reconsider its decision.

STILL MOURNING CHIEF CLARK, YAKASAI DESCRIBES HIM AS A RARE NIGERIAN

The Pan Niger Delta Forum (PANDEF) has paid tribute to the late Chief Edwin Clark, describing him as a truthful elder statesman who believed in the unity of Nigeria. Alhaji Tanko Yakasai, a 99-year-old elder statesman, made this statement during a visit to the Clark family in Abuja.n In a statement, the National Publicity Secretary, Chief Dr. Obiuwevbi Ominimini, revealed that Alhaji Yakasai traced his relationship with Chief Clark back to the 60s when they served as commissioners in different states. Alhaji Yakasai described Chief Clark as a very firm, just, and truthful Nigerian who believed in the unity of Nigeria. “He was a rare Nigerian whose replacement shall be difficult to find,” he added. Chief Dr. Obiuwevbi Ominimini further stated that Chief Clark and Alhaji Yakasai became closer when they joined the NPN political party. Their relationship became even closer as they interacted on national issues of unity, justice, and development of Nigeria before Chief Clark’s passing. The PANDEF National Chairman, Amb Godknows Igali, narrated the brief illness of Late Chief Clark and his last statement, “I love Nigeria, Nigeria is my country.” Amb Igali said that although they are bereaved, this calls for the celebration of the impactful life Chief Clark lived. Dr. Obiuwevbi Ominimini noted that dignitaries such as former Head of State, Gen Yakubu Gowon, President Goodluck Jonathan, and delegations from the Sultan of Sokoto and the Obong of Calabar, among others, have visited the Clark family. Dr. Obiuwevbi Ominimini signed off the statement.

PANDEF MOURNS THE PASSING OF CHIEF SENATOR DR EDWIN KIAGBODO CLARK

The Pan Niger Delta Forum (PANDEF) has announced the passing of its National Chairman, Chief Senator Dr Edwin Kiagbodo Clark, OFR, CON. Chief Clark died in Abuja on Monday, 17th February, 2025, at the age of 97, surrounded by family and loved ones. The National Publicity Secretary/Spokesman, Olorogun (Sir) Obiuwevbi Ominimini Ph.D, in a statement, described Chief Clark as a national patriarch, renowned lawyer, activist, and politician. Ominimini stated that Chief Clark was a towering figure in Nigeria for over 75 years of active public service, known for his tireless advocacy for justice, equality, and human rights. Obiuwevbi Ominimini quoted God’s word in Acts Chapter 13:36, saying “After he had served the purpose of God in his own generation, he fell asleep and was allowed to rest”. Ominimini also stated that a detailed programme for Chief Clark’s obsequies will be announced in due course. Chief Clark was the leader of the people of the South-South region of Nigeria and the Ijaw ethnic nationality. He founded PANDEF, South and Middle Belt Leaders Forum (SMBL), amongst many others. His contributions to the legal profession, politics, community development, and the educational sector are immeasurable. As Ominimini said, “So soon, Papa Clark has gone to join his friend, Pa Ayo Adebanjo. May their souls rest in peace.”
