RIVERS STATE GOVERNMENT WARNS PUBLIC AGAINST FAKE ANNOUNCEMENTS

The Rivers State Government has issued a warning to the public about fraudulent announcements circulating on social media, falsely attributed to the Office of the Secretary to the State Government. These fake announcements aim to mislead the public, create panic, and disrupt the peace in Rivers State. Permanent Secretary, Special Services Bureau, Office of the Secretary to the Rivers State Government, Sir Dede Sampson Friday, in a statement, said the government has become aware of malicious fabrications designed to destabilize the state. “The Rivers State Government categorically states that this announcement is FAKE and did not originate from any official source,” the statement read. Sir Dede Sampson Friday urged the public to disregard the misinformation. One such fake announcement claims that the suspended Governor of Rivers State, His Excellency, Sir Siminalayi Fubara, and the Deputy Governor, Prof. Mrs. Ngozi Nma Odu, were summoned to a meeting at the Government House on Friday, April 18, 2025. Sir Dede Sampson Friday emphasized that official communications from the Rivers State Government are disseminated only through verified channels. These channels include the Official Rivers State Government Website, authorized government social media handles, press releases issued by the Office of the Governor and the Secretary to the State Government, and approved traditional media outlets. The public is advised to verify information before sharing and rely solely on official government sources for accurate updates. For further clarification, the Office of the Secretary to the State Government can be contacted directly via +234 913 574 8442. Sir Dede Sampson Friday reiterated that the public should disregard unverified sources. This warning comes amid a backdrop of misinformation, similar to a recent case where the Rivers State Attorney-General debunked fake news about lawmakers’ PDP membership.

NLC RIVERS STATE CHAPTER DISMISSES GEORGE NWEKE’S ALLEGATIONS AS BASELESS AND MISLEADING

The Nigeria Labour Congress (NLC), Rivers State Chapter, has strongly refuted claims made by Dr. George Nweke, the former Head of Service of Rivers State, in a press statement issued on March 28, 2025. The NLC described the allegations as unfounded and an attempt to tarnish the reputation of the Labour movement in the state. In a rebuttal issued by the Rivers State Council of the NLC, the Congress emphasized its commitment to impartiality and the welfare of workers, dismissing insinuations that its leadership had been compromised or was engaging in political partisanship. “The NLC is a non-partisan organization dedicated to defending workers’ rights. It is irresponsible for Dr. Nweke to suggest otherwise,” the statement read. The NLC also denied claims that its Chairman had held private meetings with the Governor or received financial inducements, labeling such accusations as false and defamatory. “These allegations are nothing but a diversion from the real issues affecting workers in Rivers State. Our engagements with the government have always been transparent and in the interest of workers,” the statement added. Addressing Dr. Nweke’s remarks on the state of emergency, the NLC reaffirmed its right to engage in national discourse, stressing that its stance is guided by the impact on workers and citizens. “We will always oppose any action that threatens democratic rights or stability in Rivers State. Our priority remains the welfare of workers and the people,” the Congress stated. The NLC called on Dr. Nweke and other political actors to refrain from dragging the Labour movement into political disputes, warning against attempts to undermine its integrity. “We will not be intimidated or coerced into taking sides. Our focus is on workers’ welfare, and we will continue to uphold this mandate with accountability,” the statement concluded. The NLC urged the public to disregard Dr. Nweke’s claims, reaffirming its dedication to its principles and the well-being of workers in Rivers State.

AMAECHI CONDEMNS TINUBU’S SUSPENSION OF RIVERS STATE OFFICIALS AS UNDEMOCRATIC AND UNCONSTITUTIONAL

Former Governor of Rivers State, Rt. Hon. Chibuike Rotimi Amaechi, has strongly condemned President Bola Ahmed Tinubu’s suspension of the Governor of Rivers State, the Deputy Governor, and members of the Rivers State House of Assembly. Amaechi described the move as “brazen and unilaterally reckless” and a clear violation of the Nigerian Constitution. According to Amaechi, Section 188 of the Nigerian Constitution clearly stipulates how a State Governor can be removed from office, and it does not include a fiat declaration, decree, or promulgation by the President. “A democratically elected State Governor cannot be removed from office by a proclamation of Mr. President,” Amaechi emphasized. Amaechi also expressed concern that the suspension of the two key democratically elected arms of Government in Rivers State by the President is an attempt to grab power by forces and persons who do not have such Constitutional powers. He urged all people of goodwill and conscience to rise to oppose this violation of the Constitution and rape of democracy. Furthermore, Amaechi called on politicians across divides to speak up and rise to halt the nation’s descent into totalitarianism. He also urged State Governors and Legislators to speak up now and commended those who have already spoken against the unlawful suspension. “The suspension is a very dangerous affront on Nigeria’s Constitution and democracy,” Amaechi warned ¹.

TINUBU SWEARS-IN VICE ADMIRAL IBAS AS RIVERS STATE SOLE ADMINISTRATOR

President Bola Tinubu has sworn in Vice Admiral Ibok-Ete Ibas (RTD.) as the sole administrator of Rivers State, following the declaration of a state of emergency in the state. The swearing-in ceremony took place at the State House, Abuja, and was witnessed by the President’s Chief of Staff, Femi Gbajabiamila, the Attorney General of the Federation, Lateef Fagbemi, SAN, and presidential Spokesperson Bayo Onanuga. Ibas, who served as Chief of Naval Staff from 2015 to 2021 under former President Muhammadu Buhari, will oversee the affairs of Rivers State for an initial period of six months. His primary mandate will be to restore stability, ensure the security of lives and property, and facilitate the return of constitutional democracy in the state. The declaration of a state of emergency in Rivers State was announced by President Tinubu in a national broadcast on Tuesday, citing the collapse of the state’s legislative arm, a breakdown of democratic processes, and a deteriorating security situation. Governor Siminalayi Fubara, his deputy, Ngozi Odu, and all elected members of the Rivers State House of Assembly were suspended for an initial period of six months. As Sole Administrator, Vice Admiral Ibas will not have the authority to enact new laws, but will be empowered to formulate necessary regulations, subject to approval by the Federal Executive Council and promulgation by the President. President Tinubu assured Nigerians that the declaration of a state of emergency and the appointment of a Sole Administrator were necessary steps to address the extraordinary challenges facing Rivers State.

In a statement, the group described the crisis leading to the declaration as “ordinarily avoidable.” National Spokesman, Chief Dr. Obiuwevbi Christopher Ominimini, stated that PANDEF is currently studying the situation and will soon release its official position. Dr. Ominimini emphasized the need for careful consideration before reacting to the development. “We are therefore studying the situation and we shall soon come up with PANDEF’s position,” Dr. Ominimini said. PRESIDENT TINUBU DECLARES STATE OF EMERGENCY IN RIVERS STATE

President Bola Ahmed Tinubu has declared a state of emergency in Rivers State, citing the persistent political crisis that has plagued the state. In a national broadcast on Tuesday, March 18, 2025, President Tinubu expressed his deep concern over the situation, stating, “I feel greatly disturbed at the turn we have come to regarding the political crisis in Rivers State.” The president highlighted the demolition of the House of Assembly by Governor Siminalayi Fubara in December 2023, which has not been rebuilt, and the inability of the governor and the House to work together. He also mentioned the threats made by militants against perceived enemies of the governor and the vandalization of pipelines without any action from the governor. President Tinubu noted that despite his personal interventions and efforts by other well-meaning Nigerians, the crisis has persisted. He stated, “With all these and many more, no good and responsible President will stand by and allow the grave situation to continue without taking remedial steps prescribed by the Constitution.” The president invoked Section 305 of the Constitution to declare the state of emergency, suspending Governor Fubara, his deputy, Mrs. Ngozi Odu, and all elected members of the House of Assembly for an initial period of six months. Vice Admiral Ibokette Ibas (Rtd) has been nominated as Administrator to take charge of the state’s affairs. President Tinubu emphasized that the declaration does not affect the judicial arm of Rivers State, which will continue to function in accordance with its constitutional mandate. He expressed his hope that this intervention will help restore peace and order in Rivers State, saying, “Long live a united, peaceful, secure, and democratic Rivers State in particular and the Federal Republic of Nigeria as a whole”.

INEC RELEASES VOTERS REGISTER FOR RIVERS STATE LGA ELECTIONS, COMMENDED BY OPPOSITION AND RIGHTS GROUPS

The Independent National Electoral Commission (INEC) has released the voters register for the upcoming Rivers State Local Government Area (LGA) elections scheduled for August 9, 2025. This decision follows a request from the Rivers State Independent Electoral Commission (RISIEC) and is in compliance with the Electoral Act 2022 and a recent Supreme Court pronouncement. In a letter dated March 3, 2025, RISIEC Chairman Hon. Justice Adolphus Enebeli formally requested the voters register and an updated list of political parties from INEC. The letter cited Sections 9(1)(a) and 15 of the Electoral Act 2022, emphasizing the need for these documents to ensure the smooth conduct of the elections. RISIEC also referenced Section 150 of the Electoral Act, which mandates timely preparation for electoral processes. INEC, in its response dated March 13, 2025, signed by Secretary Rose Oriaran, acknowledged RISIEC’s request and approved the release of the Rivers State Register of Voters and the updated list of political parties. The commission directed RISIEC to liaise with its Rivers State office to collect the soft copies of the required documents. The timely release of the voters register has been widely commended by stakeholders, including the Opposition Lawmakers Coalition and the Human Rights Writers Association of Nigeria (HURIWA). Both groups described the action as a critical step toward ensuring credible, transparent, and inclusive elections. Hon. Ikenga Ugochinyere, spokesperson for the Opposition Lawmakers Coalition, praised INEC for its prompt response, stating, “With only 159 days remaining before the conduct of fresh local government elections in Rivers State, it is going to be a ‘make or break’ year. I urge the electoral body to take key decisions and actions to pave the way for holding peaceful, inclusive, and credible elections. Simply holding elections is not enough—the credibility, transparency, and inclusivity of the process are what bring legitimacy.” HURIWA, in a statement by its leader Comrade Emma Onwubiko, also lauded INEC and RISIEC for their swift action, which aligns with the Electoral Act. The group emphasized the importance of stakeholder collaboration to ensure a successful election. “We highly commend INEC and RISIEC for the timely release of the voters register. This swift action has set a foundation for a credible election. However, for this to be achieved, INEC needs to prepare well and take key decisions to ensure a peaceful, inclusive, and credible election on August 9th,” the statement read. HURIWA further urged political actors to campaign freely and adhere to the rule of law while calling on civil society groups to act as watchdogs during the electoral process. The group stressed the need for all hands to be on deck to guarantee a smooth and credible election.

RIVERS STATE GOVERNOR ACCUSES SPEAKER OF DELIBERATELY AVOIDING HIM

Rivers State Governor, Siminalayi Fubara, has publicly accused the Speaker of the State House of Assembly, Martins Amaewhule, of deliberately avoiding him. This accusation came after Fubara was denied access to the Assembly complex on Wednesday, March 12, despite arriving with top government officials, including Secretary to the State Government Tammy Danagogo and Chief of Staff Edison Ehie. Fubara told journalists at the entrance of the Assembly quarters, “Before my arrival here, I made several attempts to speak to the Speaker. I also sent a letter which was transmitted for this particular invitation.” However, upon arrival, the governor and his entourage were met with a locked gate, preventing them from entering the complex. “The reason why we are doing this, I have always said, is in the interest of our people, which is the most important thing. I don’t think there is anything to worry about. I expect to hear from them after today,” Fubara emphasized, reiterating that his actions are in the best interest of the people of Rivers State.

RIVERS STATE POLITICAL CRISIS DEEPENS AS COMMISSIONERS, RISIEC CHAIRMAN CHALLENGE ASSEMBLY’S AUTHORITY

The Rivers State political crisis has taken a new turn as the 19 commissioners appointed by Governor Siminalayi Fubara, and the chairman of the State Independent Electoral Commission (RISIEC), Justice Adolphus Enebeli (rtd), have challenged the authority of the Martin Amaewhule-led House of Assembly. The commissioners, whose appointments were cleared by four supporters of the governor in the assembly, are seeking a court order to restrain the lawmakers from declaring their appointments illegal. They are also praying for an order of interlocutory injunction to restrain the lawmakers from interfering with their duties and responsibilities as commissioners. Similarly, Justice Enebeli and his commissioners are challenging the assembly’s right to summon them for questioning over the conduct of the October 2024 Local Government Election that was nullified by the Supreme Court. They are seeking an order of interlocutory injunction to restrain the lawmakers from enforcing their invitation and from making further pronouncements or resolutions requiring their appearance. The Supreme Court had last week confirmed Amaewhule as the rightful Speaker of the assembly, dismissing the cross-appeal filed by Governor Fubara challenging the validity of the legislature led by Amaewhule. Justice Frank Onyiri has granted the commissioners and RISIEC chairman leave to serve the defendants through substituted means and adjourned the cases to April 17 for hearing of the motion on notice. The lawmakers had given Enebeli a 48-hour ultimatum to appear before them and explain the circumstances surrounding the conduct of the October 2024 Local Government Election. The ultimatum was later extended by 72 hours. Speaker Amaewhule said the House had taken legislative notice of the refusal of Fubara to present the 2025 Appropriation Bill and to submit the list of his commissioner-nominees to the House. “The House would address it squarely at the appropriate time,” he said. The lawmakers voted in the affirmative, directing the Clerk of the House to again invite Enebeli and his commissioners to appear before them on Monday, March 10.
