FEDERAL HIGH COURT REJECTS TUKUR MAMU’S THIRD BAIL APPLICATION, CITES DSS DILIGENCE

A Federal High Court in Abuja on Wednesday rejected a fresh bail application filed by detained alleged terrorists’ negotiator, Tukur Mohammed Mamu, marking the third such denial since his arraignment. Justice Mohammed Umar, in his ruling, upheld the continued detention of Mamu by the Department of State Services (DSS), while addressing health concerns by ordering that Mamu be taken to a health facility if necessary. Justice Umar stated, “Going by the history of the case, the DSS has exhibited diligence in its handling of the case and has diligently prosecuted the case.” He emphasized that one of the grounds for granting bail is proof of lack of diligence by the prosecution, but in this instance, the DSS has been diligent, leaving no reason to grant bail. The judge directed Mamu’s lawyer to select the preferred health facility for his medical needs and ordered the DSS to allow the defendant access to members of his family. Mamu was arraigned on March 21, 2023, by the Federal Government on a 10-count charge bordering on terrorism financing and other offenses. He was arrested on September 7, 2022, by Egyptian security officials at the Cairo International Airport on reasonable suspicion of financing Boko Haram terrorists. Mamu is accused of convincing terrorists to discuss ransom payments with families of hostages from the March 28, 2022, train attack in Katari, Kaduna State, instead of a Chief of Defence Staff-led committee, and allegedly collecting and delivering ransoms to the terrorists.
